This position is located in the Human Resources Management Division, Department of Department of Administration and Finance, Millennium Challenge Corporation (MCC). This reimbursable detail assignment is for a period of one year. It provides an exciting opportunity for a high performing employee to expand their competencies. Upon approvals, the detail may be extended. This detail is open to current Federal employees in positions equivalent to MCC Pay Band 4b (GS-12).

Duties

Serves as a specialist and technical resource on a wide range of Federal employee benefits, work life programs and reasonable accommodations. Assists managers or Human Resources Specialists in making proper referrals to external resources for employees with sensitive or serious problems that are directly related to benefits or work life issues. Counsels employees on all aspects of employee benefits (FEHB, FEGLI, FEDVIP, FSAFEDS, etc.); coordinates open season enrollment fair. Counsels employees on all aspects of retirements to include Voluntary Retirement, Early Retirement (FERS, CSRS, CSRS Offset &, Disability Retirement, Thrift Savings Plan), FERCCA, Death-in-Service, and Military/Civilian Service Credit Deposits. Manages Work Life Programs to include Employee Assistance Program (EAP); Emergency Backup Dependent Care (through FOH); coordinates health and wellness challenges. Administers leave related programs such as Family Medical Leave Act (FMLA); Paid Parental Leave (PPL) Voluntary Leave Transfer Program (VLTP); Voluntary Leave Bank, and Worker's Compensation. Serves as Reasonable Accommodation Coordinator. Reviews requests and medical documentation to ensure compliance with applicable policy and federal regulations. Processes or coordinates all contract vehicles and Memoranda of Understanding in support of programs for each fiscal year to ensure that all services continue seamlessly from year to year. Delivers new employee orientation; responds to requests for program information and provides advice and assistance to both supervisors and employees. Develops HR quarterly newsletter for agency-wide distribution to highlight HR initiatives and educate the workforce on HR milestones and program services. Markets and communicates programs via emails, lunch and learn sessions, one-on-one counseling, other printed materials, or town hall presentations. Performs other related duties as assigned.

Requirements

  • Must be able to obtain and maintain a federal security clearance
  • Must be currently at the grade level (or equivalent) of the detail.
  • Relocation expenses will not be paid
  • Some domestic and international travel may be required
  • This reimbursable detail opportunity is open ONLY to current Federal employees

Qualifications

The successful candidate must have at least one year of specialized experience (equivalent to MCC-4B or GS-11) in at least two of the following: Examples include: Experience serving as a technical resource and providing guidance on Federal employee benefits, work life programs and reasonable accommodations. Experience determining employee's retirement coverage, verifying creditability of service, and determining retirement eligibility. Experience developing communications/marketing plans for employee benefits, retirement, and work life programs. Experience processing benefits forms, health coverage election forms, life insurance, Thrift Savings Plan (TSP) enrollments, etc. Experience developing, administering, and evaluating programs in employee benefits, retirement and work life. Experience providing counseling to employees, managers, supervisors, and field personnel representatives on regulations, procedures, and technical provisions of both retirement systems. Experience providing advice on a range of available Work-life programs. Experience calculating service computation dates, annuity estimates and deposits and redeposits. Experience providing technical guidance/advisory services on leave programs. Note: Please ensure that this experience is documented within your resume or application.
