The Chief Supply Chain Officer is the senior supply chain management officer for a VA Health Care System and supported catchment area, responsible for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA and supported catchment area are met. The CSCO oversees, guides, manages and integrates supply chain operations across the organization, including planning/coordination with fiscal, and administrative operations.
Duties
Duties include, but may not be limited to the following:
Oversees, guides, manages and integrates supply chain operations across the organization;
Plans and coordinates fiscal, acquisition, clinical and administrative operations;
Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain;
Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews;
Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities;
Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model;
Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;
Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met;
Performs other related duties as assigned.
Work Schedule: Full-Time, Monday - Friday 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-13: You may qualify based on your experience as described below:
Specialized Experience: To qualify for this position at the GS-13 level, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of a Logistics Management Specialist and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience includes: serving as a team lead or senior specialist in supply chain management, assisting with the direction and control of logistics planning; analyzing product delivery or supply chain processes to identify or recommend changes; performing data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge and experience of logistics support activities in areas of acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations.

Physical Requirements and Work Environment: Requires some physical effort such as standing, sitting, walking, or bending. There are no special physical demands. The work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are adequate.
