The Phoenix VA Health Care System (VA HCS) is actively recruiting for the Chief of Logistics, Logistics Management Services, Phoenix, AZ, the incumbent for the development and integration of a cohesive, forward-looking supply chain that ensures the logistical requirements of the VA HCS with multiple sites of care and supported catchment area are met.
Duties
The incumbent oversees, guides, manages and integrates supply chain operations across the organization, including planning/coordination with fiscal, acquisition, clinical and administrative operations. Duties include but are not limited to the following:
Plan and manage all levels of supply chain activities i.e. sourcing, procurement and logistics management, coordinate and collaborate with a variety of stakeholders e.g. clinicians, professional/administrative peers, suppliers, intermediaries, third-party service providers, and customers.
Oversee, negotiate, and integrates functions with primary responsibility for linking major business processes within and across organizations into a cohesive and high performing business model.
Review/evaluate work completed by subordinates e.g. accepting, amending, or rejecting work as appropriate of the operation in terms of mission accomplishment, quality standards met, procedural, policy, and regulatory compliance.
Conduct i.e. audits, compliance, program effectiveness and/or efficiency of all logistics activities to ensure they provide satisfactory levels of service and comply with all applicable laws, rules, regulations, directives and procedures.
Review all requisitions to ensure proper utilization of government property and screening for i.e. appropriate use of mandatory sources of supply, appropriate vendors, item master file, classification, determination of funding codes, inventory of controlled substances and validations (i.e., narcotics, ammunition, etc.).
Collaborate and/or negotiate with customers to ensure pre-award contract documents are completed for all contracting activities with the VA HCS and supported catchment area, planning module requests and/or any other documents required for procurement package submissions.
Plan, forecasts and/or execute budget for healthcare resources and services i.e. supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation, and distribution.
Assure agency and industry best practices are disseminated as appropriate e.g. utilizing continuous quality improvement principles and practices, data integrity of all VA HCS and supported catchment area level measures and supporting data systems.
Plan, develop and adapt the supply chain management procedures as needed to coordinate the management and control of all VA HCS EX and NX inventory.
Provide expert technical and analytical advice to the Medical Center Director, Deputy/Associate Director(s), and the Chief of Staff respectively in matters relating to all acquisitions, logistics and supply chain matters.
Develop strategies to assist supported activities and the acquisition staff i.e. Advanced Procurement Planning (APP), evaluating products and services for award, use of standardized products through management of awarded contracts, receipt documentation is properly executed for payment, facilitating achievement of socio-economic program goals, and leveraging the VA's influence in the healthcare marketplace.
Develop plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis, implements procedures and/or methods for accomplishment of assigned functions in accordance with directives and regulations.
Establish, maintain and promote VA HCS supported catchment area logistics personnel training and professional development programs, training programs, curriculum, training opportunities, and tests designed to enhance the skills and abilities of subordinate staff.
Utilize subordinate managers to implement/evaluate the logistics and property accountability plans and policies for the organization for commodity and material management operations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
GS-14 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Senior supply chain management leader/supervisor for ensuring the logistical requirements of an organization are met, planning/coordinating and evaluating various operations to ensure the logistics program. This should include acquisition management, purchasing, transportation, distribution, inventory management, expendable and non-expendable equipment, experience with budget formulation and forecasting of expenditures.
