This position is located in the Fleet Operations Service which is organizationally aligned under the Office of the Director service at the Jesse Brown VA Medical Center, Chicago, IL and performs as a working leader and operates patient transport vehicles. ***PLEASE NOTE: COPY OF VALID STATE CLASS B CDL WITH PASSENGER ENDORSEMENT REQUIRED AT TIME OF APPLICATION. ***

Duties

The MVO Leader performs as a working leader and operates patient transport vehicles including a Motor Coach equipped with a wheelchair lift and a passenger capacity of 29 ambulatory and 8 wheelchair seating positions (36,000 pounds GVW). Motor coach is used on scheduled recreation trips within the station and off station. Also drives a 20-passenger bus (16,000-pound GVW) during vacancies. Incumbent operates vehicles with GVW of up to 36,000 GVW to plow snow and salt streets on the station on a regular and recurring basis. Vehicles include trucks van trucks, fuel trucks, stake trucks, dump trucks, and trash removal trucks. Driving duties may include operating one or more motor vehicles including ambulances or patient transport vehicles that are up to 32,000 pounds Gross Vehicle Weight (GVW). The MVO Leader can also operate any passenger buses or passenger ambulance buses from 8 to 40 passengers and equipped with wheelchair lift. Leader Duties: -Passes on to other workers the instructions received from supervisors and getting work started, e.g., by assigning the immediate tasks to be performed by individual members of the group led. -Works along with other workers and setting the pace. -Demonstrates proper work methods. -Assists the supervisor with vehicle estimates, modifications, maintenance and /or repairs of Medical Center assigned fleet vehicles. -Obtains needed information or decisions from supervisors on problems that come up during the work. -Maintains a current knowledge, and answering questions of other workers on procedures, policies, written instructions, and other directives (for example, technical orders). -Sees to it that there is enough work to keep everyone in the work crew busy. -Checks work while in progress and when finished to see whether the supervisor's instructions on work sequence, procedures, methods, and deadlines have been met. -Urges or advising other workers to follow instructions received from supervisors, and to meet deadlines. -Reports to supervisors on status and progress of work and causes of work delays. -Answers questions of supervisors on overall work operations and problems (for example, concerning additional on-the-job training requirements for individual employees). -Helps train employees on proper steps in completing work orders and associated tasks. -Familiar with all phases of motor pool operations, transportation programs and GSA practices, principals and techniques and be able to apply them effectively in the transportation environment in order to provide direction to staff. -Assists the Fleet Operational Supervisor with coordination of on scheduled and unscheduled projects or long-term plans. -Assists the Fleet Operational Supervisor in establishing priorities and deadlines based on general work schedules, methods, policies, and code requirements. -Informing the Fleet Operational Supervisor of the need to effectively and economically use of allocate resources, both human and material, or redirect resources, to accommodate emergencies. -Utilizes automated computer software for day-to-day operations, such as but not limited to: Fleet Commander, Microsoft Word, Outlook, Excel, PowerPoint, VISTA, VATAS, etc. -May fill in for Supervisor and assume leadership over complex projects, often involving multiple trades Motor Vehicle Operator Duties: -Perform duties over pre-determined routes and in accordance with a pre-determined schedule, over public roads at highway speeds. -Operates doors and wheelchair lift to allow veterans and staff to enter and leave the bus. -Assists nursing service personnel with loading and unloading of patients in wheelchairs. -Ensures that patients and cargo are properly secured. -Maneuvers cars, vans, and trucks in close quarters and in heavy traffic on both Interstate highways and local roads. -Uses caution when backing to load or unload at loading docks, ramps or similar locations. -Drives vehicle in a safe manner and complying with all vehicle traffic laws. -Performs maintenance duties such as checking tires and tire pressure, battery condition, cooling system level, oil level, fuel level, power steering fluid and brake fluid levels, all lights, and checks for and report any physical damage before use of vehicles. -Checks hydraulic fluid and performs air filter changes as appropriate. -Reports motor vehicle accident and completes require reports. -Maintains utilization records for all GSA and VA owned passenger and truck vehicles. -Documents service or repairs, maintenance and inspections.-Keeps vehicle clean (internal and exterior). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2024. NOTE: Selected candidates will be required to pass a basic first aid and cardiopulmonary resuscitation (CPR) course at the VA prior to transporting patients. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. This is described as providing safe transportation for veterans, caregivers, attendants and/or cargo related to Veteran's medical appointments. Coordinating trips with dispatcher daily to facilitate patient transportation requests and determine pick-up/drop-off times and locations. In addition, you must have a valid state Class B CDL with passenger and airbrake endorsements and your background must demonstrate experience and the ability to operate appropriate vehicles to include passenger and wheelchair vans, cargo vans, buses, and trucks and possess an acceptable safety record. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements/Working Conditions: Work is primarily performed outdoors, and the incumbent is regularly exposed to extremes of temperature, inclement weather, rain and snow. In addition to the physical effort described drivers at this level exert moderate physical effort in operating, turning, backing, and controlling vehicles which carry heavier loads or larger numbers of people than vehicles at the grade 6 level. These actions are necessary to control vehicles and equipment, and occasionally to lift heavy items of up to 50 lbs. Individual assists loading and unloading patients from the transport.
