This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate Communications and Outreach Division (COD). The primary purpose of this position is to independently plan and perform the work of the position, identify issues and problems, initiate action to resolve them, and discuss with the Deputy Director and/or Director of COD any controversial or sensitive issues that may significantly impact the directorate.

Duties

As a Web Content Manager, GS-0301-12/13, your typical work assignments may include: Managing the daily publishing of content to the Science and Technology Directorate website, including expert proofreading and editing content from contributing authors at all levels across the Directorate. Serving as the S&T contact and project manager for web public awareness campaigns, special projects, and high-profile and priority content (including the home page), ensuring consistency, accuracy, and execution of campaigns, publications, and communications materials. Developing and continuously improving Content Management System (CMS) quick reference guides and S&T publishing guidelines. Collaborating and communicating with designers, developers, and writers to conceptualize and create innovative communication tools. Qualifications

GS-13 Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Advising content authors on how to best develop and present material for public consumption; 2) Developing new approaches to approaches to identify and resolve complex communications problems; 3) Utilizing various metrics (i.e. Google Analytics) to evaluate web performance, identify trends, and/or recommend website improvements; 4) Coordinating large scale changes or transitions to an organizations web presence and social media (i.e. new content management systems, website redesign, implementation of new functionalities, etc.). Substitution of education in lieu of specialized experience may not be used for this grade level. GS-12 Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Planning and/or executing a communication program by utilizing various communication techniques; 2) Analyzing the effectiveness of communication policies and plans to identify areas of improvement; 3) Producing original multimedia and communication products (i.e. news releases, presentations, promotional materials, etc.). Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
