About the Position:This position is located in the St. Paul District. This position serves as a natural resource management staff specialist for a major water resource project. This position is assigned to lead the day-to-day operations at ranger field stations and for other natural resource management staff.
Duties
Participates in the development of various planning documents including Master Plans and Operational Management Plans (OMP), for management of natural resources.
Leads the conservation, preservation, restoration and use of all natural resources.
Responsible for leading the day-to-day operations of the assigned program.
Prepares and/or works with the staff in the preparation of various planning documents.
Plans and leads the construction for the rehabilitation of campsites, picnic sites, roads, and associated structures in the recreation areas.
Ensures strict enforcement of safe practices and safety regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position may require successful completion of pre-employment and/or annual physical examinations as required.
- This position requires successful completion of a pre-employment drug screen under the Army Drug Free Federal Workplace program. Incumbent must refrain from the use of illegal drugs and submit to drug testing when directed.
- An appropriate, valid driver's license is required for this position.
- Incumbent may be required to operate automobiles, light trucks, ATVs or motorboat to accomplish assigned duties and must be able to operate motor vehicles without danger to self or to others.
- Incumbent must be able to maintain required Corps of Engineers certification for operation of the motorboat.
- Incumbent shall wear appropriate uniform.
- Incumbent will be required to operate flood control gates to control water levels on waterways.

Basic Requirement for the Natural Resources Specialist (Ranger):
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Minimum Qualifications:
GS-9: Specialized Experience: One year of specialized experience which includes experience assisting in developing planning natural resources conservation, recreation, and/or environmental plans; providing project information to local, state and federal agencies and/or the visiting public; and implementing programs designed to protect and further enhance fish, wildlife, vegetative and/or water resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11: Specialized Experience: One year of specialized experience which includes experience providing project information to local, state and federal agencies and/or the visiting public; patrolling project lands and waters to prevent unauthorized use, trespassing, and/or destruction of property; and participating in programs designed to protect and further enhance fish, wildlife, and/or forest resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
