Duties

As a Safety and Occupational Health Specialist, GS-12 you will perform the following duties: Serves as an advisor on several OSH programmatic areas and/or critical program segments for which both the scope and effect of the work have ICE-wide impact; Manages a comprehensive and diverse enterprise-wide safety program including elements such as Collateral Duty Safety Officers (CDSO), providing Employee Occupational Safety and Health guidance, management of a Safety Management Information System (SMIS) database, and following Occupational Safety and Health Administration (OSHA) record keeping regulations; Serves as subject matter expert (SME) in the field of occupational safety and health management with responsibilities for oversight of contract service providers; AND Completes OSH assignments, projects, problems, actionable events, milestones, and/or program issues under review, within the deadlines and timeframes for completion.

BASIC REQUIREMENT: Education: Undergraduate and Graduate Education: Major study - safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience: Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Quality Ranking Factor(s): Quality ranking factors are knowledge, skills, or abilities that are highly desired by the hiring manager, though not required. You qualify for the GS-09 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as: Provides corrective action and best practices to field officials for the betterment of the local program; Assists team leads in planning and organizing changes of established procedures that involve agency resources or conflict with other ongoing activities; AND Assists team leads in obtaining resources and accessing related information for decisions on major work problems and issues that arise related to safety and health. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination of Education and Experience: A combination of successfully completed post high school education at the graduate level. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. You qualify for the GS-11 grade level if you possess one of the following: Experience: One year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Collaborates with employees, under direction of leadership, to promote the occupational safety and health programs and communicating policy and standards, Accomplishes occupational safety and health objectives and priorities established by statutes, executive orders, the Department, or executive leadership by utilizing the management information systems; AND Assists the occupational safety and health team in planning and organizing the implementation of recommendations where proposals require changes of established procedures that involve agency resources or conflict with other ongoing activities. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of Experience and Education: A combination of successfully completed post high school education at the graduate level. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. You qualify for the GS-12 grade level if you possess one year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Develops training for employees on a variety of safety and occupational health subjects including chemical, biological, or physical safety, various laboratory safety needs, or ventilation requirements, under direction of Unit leadership. Provides advice on work methods, best practices, and procedures. Assists in the implementation of training policy supporting an agency's Occupational Safety Health Program. Evaluates and analyzes safety and occupational health problems, conditions, and administrative practices affecting work operations and environmental conditions.
