This position is located at the US Mint, Manufacturing Department, West Point Mint, Plant Manager, Quality Assurance Division. As a QUALITY ASSURANCE SPECIALIST, you will be responsible for inspecting incoming coinage metals and materials and conducting in-process inspections during minting and packaging operations, to ensure that a high-quality product is released to the public.
Duties
As a QUALITY ASSURANCE SPECIALIST, you will:
Monitor and maintain the quality and reliability of materials, equipment, processes, etc., involved in the minting of coins or medals in the Coining Division; and materials received by the Shipping and Receiving Division and parts received for the Production Division.
Perform compliance testing of coins, blanks, and packaging for surface defects (bump marks, deep scratches, blisters, discoloration, delamination, and other surface defects).
Inspect dies for visual defects including dimensional analysis.
Conduct in-house audits of coinage products and process for conformance to specifications and visual standards, detect processing and technical deficiencies, and recommend corrective action, including establishment of acceptable quality levels using statistical methods and techniques.
Maintain a West Point Coin Inspection System (WPCIS) database that records all data and associated pictures that is used to determine unsatisfactory trends in quality.
Investigate deficiencies, prepare reports of findings, and make recommendations to supervisor and or Quality Manager.

Specialized experience:
For the GS-11 is one year (52) weeks of experience at the GS-09 level or equivalent in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience is defined as:
-Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; AND
-Identifying inadequacies and requesting corrective action; AND
-Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
OR
You may substitute education for specialized experience as follows (Attach copy of transcript to ensure proper credit):
Ph.D. or equivalent doctoral degree OR
3 full years of progressively higher level graduate education leading to such a degree, OR
LL.M., if related
Graduate education must be in one of the following major studies - quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-11 you must have been at the GS-09level for 52 weeks.
