About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Serve as the Quality Assurance Evaluator for the Installation Contracting Office?s Quality Surveillance Program on a variety of contracts. Analyze contractual requirements and/or specifications to determine the best and most efficient methods to be employed by the government in evaluating contractor level of performance. Independently perform audits/ surveillance of contractor performance and documents to ensure customer and contractual requirements are met. Conduct various quality assurance trainings to familiarize personnel with quality assurance and surveillance procedures and techniques Identify and clearly communicate opportunities for process improvements to ensure customer and contractual requirements are met. Recommend appropriate action to contracting officer such as withholding payment, renegotiating of certain clauses, partial or complete contract termination. Implement prescribed internal controls to eliminate or minimize the potential for fraud, waste, abuse, mismanagement and inefficiency.

  • Business travel will be up to 25% of the time.

Specialized Experience: One year of specialized experience which includes: 1) Experience assisting with or developing acquisition focused training for assigned program such as Contracting Officer Representative (COR) duties and responsibilities; and 2) Experience analyzing contractor generated data, surveillance data, and/or customer complaints to identify areas of contract non-compliance; and 3) Experience providing technical support in all matters related to quality and contract surveillance to ensure contractor compliance with contract terms and conditions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Contracting SupportOral CommunicationProblem SolvingQuality Assurance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
