This position functions as the Planner, Activation and Lease Manager in the Engineering Service at the Fargo VA Health Care System (Fargo VAHCS) in Fargo, ND. The purpose of the position is to direct and perform functions that include project planning, activation for newly completed projects, and lease management of land and facilities.
Duties

Duties will include, but may not be limited to the following:
Planning, 50%:
Accountable for integrating complex medical facility designs for architectural, civil, structural, medical gas, plumbing, mechanical, electrical, communications, fire safety, security, and specialized systems (nurse call, elevators, patient safety lifts, pneumatic tube, etc.). The incumbent is responsible for plans and designs in conformance with applicable codes and standards, as well as federal and state agency regulations, standards, specifications, and other criteria.
Participates in resolving complex technical issues which integrate multi-discipline activities throughout the facility as well as with outside organizations such as the Occupational Safety and Health Administration (OSHA), Department of Labor (DOL), Environmental Protection Agency (EPA), and the State Historical Preservation Office (SHPO).
Project Activation and Lease Management, 25%:
Provide advice to peers, subordinates, and administrators or managers to direct major project execution decisions. The employee manages all facets of construction and leasing project management (budget, schedule, procurement, quality, and risk) for the project including planning, design, construction, occupancy, and closeout.
Construction Administration and Technical Advice, 25%:
The employee will serve as a Contracting Officer's Representative (COR) for assigned Engineering Service contracts and will assist the VISN 23 Contracting Officer in developing and awarding contracts to meet material and service needs. The COR, along with the Contracting Officer will create a partnership essential to establishing and achieving contract objectives between the two officials responsible for ensuring that the contracting process is successful.

Qualifications
To qualify for this positions, applicant(s) must meet at least one of the following qualification requirements.
SPECIALIZED EXPERIENCE: Requires one year of specialized experience equivalent to at least next lower grade level (GS-9) in the Federal service that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying experience includes: Engineering aid or technician or surveying technician performing work directly related to construction; Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements; Supervisor of craftsperson's, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications.
In addition to the examples of the qualifying specialized experience listed above you must also have experience project planning, activation for newly completed projects, and lease management of land and facilities, supporting the operation, maintenance, renovation, and construction of multiple sites and/or leased sites

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Requires two and half years of graduate education. Graduate education is creditable only in those instances where it is directly related to the work of the position, courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction; or engineering technician work such as electricity, material testing, or engineering mechanics.

Physical Requirements: The duties of the position require visits to all areas of the medical center environment. Physical agility and manual dexterity are essential in that the incumbent must be able to climb, lift, push, balance, stoop, kneel, crouch, crawl, reach, and work in close quarters during project inspections and gathering of project design information. Inspections of hazardous environments require the use of respirators and protective clothing. The incumbent spends a significant portion of each day conducting field inspections; may often be required to personally oversee delicate or dangerous work in the field for long hours each day, such as overhead crane work, confined space entry, excavation and trenching, and high voltage field connections.
