The Clinical Pharmacy Services Supervisor has responsibility to develop, organize, manage and control pharmaceutical care for patients within the clinical pharmacy programs and functions as a supervisory level program manager in accordance with the guidance set forth in Pharmacy Service policies and procedures, VA regulations and Federal laws governing the practice of pharmacy.
Duties
Major Duties:
Assures adequate provision of pharmaceutical care to established clinics/patient care areas on a daily basis in assigned work areas, including PACT and Mental Health.
Develops and implements new programs and services as needed for optimal patient care.
Facilitates staff development and support to ensure excellence in provision of care on a daily basis in assigned work areas.
Provides intensive medication therapy management services for chronic disease states. Functioning as a mid-level provider, will initiate and modify a patient's medication therapy in order to maximize patient response and minimize drug interactions, adverse drug effects, and polypharmacy while providing cost-effective treatment.
Actively involved in reviewing patient medication regimens for clinical effectiveness, least toxic and most economical medication treatments, dosing, contraindications, side effects, potential drug interactions, and therapeutic outcomes as required. Communicates findings with prescribers and provides appropriate alternatives to current treatment plans as needed.
Provides initial job training and information for applicable staff. Coordinates training of new pharmacy employees and re-training of others annually regarding current policies and procedures, environmental care issues, etc., and makes assessments regarding an individual's capability to perform specified responsibilities.
Serves as an authority on drug usage, interactions, over-dosages, and compliance to medical staff, nursing staff, technicians and students. Uses appropriate references to research drug information.
Evaluates prescriber's medication orders for appropriateness, renal/hepatic dosing, drug interactions, allergies/adverse reactions, and duplicate therapy.
Serves as a mentor in the development and conduct of resident research projects including development of research questions, methodology, application to IRB, and assisting with presentation and manuscript preparation as appropriate.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-13
Experience: One year experience at the next lower level and must fully meet the KSAs at the next lower level. In addition, the candidate must demonstrate the following technical KSAs and the potential to acquire the assignment specific KSAs designated by an asterisk (*):
Demonstrated Knowledge, Skills, and Abilities:
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.
Knowledge of professional pharmacy practice.
Ability to communicate orally and in writing to both patients and health care staff.
Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security.
Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
AND
At least 1 year of experience equivalent to the next lower grade level (GS-12), or competition of an ACPE-accredited Pharm.D. program and meet the following Knowledge, skills, and abilities (KSAs):

The full performance level of this vacancy is GS-13. The actual grade at which an applicant may be selected for this vacancy is GS-13.
Physical Requirements: Work includes some walking, standing, bending, and carrying light items such as paper and books. Most of the work is performed while seated.
