The Supervisor, Inpatient Pharmacy is a licensed pharmacist who is fully responsible for the daily professional and administrative operations of Inpatient Pharmacy Programs according to Pharmacy Service philosophies, policies, procedures, goals and objectives. The program is an integral part of a comprehensive patient care delivery system at this highly diverse, university affiliated, teaching and research health care system. The incumbent manages pharmacists.

Duties

Evaluates workflow methods and independently makes changes to minimize patient medication order turnaround time in addition to making recommendations to the Associate Chief relative to future needs for space, equipment, and personnel. Resolves routine and complex problems that affect other Pharmacy Sections and/or health care system services such that little or no intervention is needed from a higher level supervisor. Provides initial job training and information for applicable staff. Coordinates training of new pharmacy employees and re-training of others annually regarding current policies and procedures, environmental care issues, etc., and makes assessments regarding an individual's capability to perform specified responsibilities. Manages staff by working in the inpatient setting in the capacity of a "line manager" to maximize his/her contact time and be able to respond to shifting workload demands on a moment-to-moment basis. Establishes and monitors pertinent medication management system performance improvement indicators to assure that the quality of the services provided promotes positive outcomes. Defines and establishes effective process monitors and quality controls for the proper surveillance of the accuracy and integrity of medication management systems within the incumbent's area. Ensures that subordinates document adverse drug events, clinical interventions, drug information provided, and patient drug therapy evaluations and counseling in the patient's medical record and other documentation areas as required and appropriate. Ensures competency of subordinate staff using tools such as Medical Record Review and Professional Practice Evaluation and specific education modules. Identifies educational priorities and makes provisions for the development and training needs of subordinates. Ensures that a hospitalized patient's medication regimen is assessed upon admission, drug therapy provided on an inpatient basis is monitored, and consultation upon discharge is provided taking into account a patient's general medical condition and age. Participates in educational instruction for pharmacy residents, students, and technicians from affiliated educational institutions rotating through the Inpatient Pharmacy Section. Ensures internal policies and pharmacy related NMVAHCS policies and procedures are correct, current, and communicated to subordinates. Actively seeks opportunities for cost savings and implements fiscally responsible interventions based on sound clinical and fiscal practice. Assists the Associate Chief, Pharmacy Operations in efficiently managing the facility's medication budget while maximizing service. Responsible for developing and writing policies and procedures related to Inpatient Pharmacy functions as mandated by national and local VA policy or by accrediting organizations. Manages affirmative action initiatives, grievances, EEO complaints, and labor management issues while effectively supervising staff conduct and performance. Recommends awards or disciplinary actions as appropriate. Provides written reports and/or correspondence of sufficient quality, accuracy, and completeness. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Pharmacy Supervisor GS-13. Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level (GS-12) and meet the following Knowledge, skills, and abilities (KSAs): Ability to effectively supervise subordinate staff. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards pertaining to pharmacy. Skill in managing people or programs. AND Must meet GS-12 requirements which include 1 year of experience equivalent to the next lower grade level (GS-11) , or competition of an ACPE-accredited Pharm.D. program. And meet the following Knowledge, skills, and abilities (KSAs): Knowledge of professional pharmacy practice. Ability to communicate orally and in writing to both patients and health care staff. Knowledge of laws, regulations, and accreditation standards related to the distribution and control of scheduled and non-scheduled drugs and pharmacy security. Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Physical Requirements: Work includes some walking, standing, bending, and carrying light items such as paper and books. Most of the work is performed while seated.
