The primary purpose of this position is to provide managers with objectively based information for making decisions on administrative, programmatic, and personnel aspects of agency operations and management by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of personnel management, programs, and operations.
Duties
The employee studies the structure and/or functions of organizations with extremely interrelated work processes and functions to resolve complicated substantive problems affecting major agency administrative programs and requirements and proposes new organizational structures, realignment of functions and/or staffing levels, to improve efficiency.
Requests and justifies requirements for additional personnel authorizations based on various personnel studies/analysis.
Designs and conducts management surveys and research projects and/or studies and provides advisory services of a wide variety of substantive issues, with extensive scope and impact throughout a complex organization(s) with interrelated processes and functions.
Develops and implements policies and procedures pertinent to the management of trainees and career broadening of employees assigned to functional series.
Provides expert guidance to organizational managers on pertinent matters regarding various personnel actions to include career broadening programs, hiring (to include special employment programs), interviewing assistance/guidance to new employees, etc.
Develops job-related interview questions, anchors, and knowledge, skills and abilities for GS-12 through GS-15 interview panels.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying CPI analytical and evaluative methods and techniques for complex issues or studies concerning the efficiency and effectiveness of program operations. Knowledge of pertinent laws, regulations, instructions, policies, and precedents which affect the use of program and related support resources in the area studied. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
