Duties
Appropriately determines land ownership and status and conducts research of lands records and related documents with on-the-job training, direction and guidance.
Utilize the Bureau’s automated land and records system and other applications to document a variety of realty cases from limited difficulty to complex; collect, enter, manipulate, update, and maintain data according to Bureau and program standards.
Gather, process information, and make recommendations on lands and realty actions such as rights-of-ways, communication sites, land acquisition/disposal, Recreation and Public Purposes actions, exchanges, permits, leases, withdrawals, and trespass.
Assist other resource specialists and industry personnel in developing environmental assessments for proposed actions which affect the lands program.
Functions as the lands program contact in non-controversial interactions with the public regarding realty matters on public lands.
Prepare environmental assessments on routine and non-controversial realty casework.
Prepare and assist other resource specialists and industry personnel in developing environmental compliance documents for proposed actions which affect the lands program.
Prepare or request required reports and assessments that consider all issues such as cadastral survey, hazardous materials, appraisals, cultural input, mineral, title, grant authorizations, decision letters, and enforceable terms and conditions.
Provide Realty Program data and information in developing environmental assessments for proposed actions which affect the lands program.
Determine land ownership and status, review applications and Plans of Development, conduct field examinations, and establish and maintain case files.
Functions as the lands program contact in interactions with the public regarding realty matters on public lands.
Requirements
- U.S. Citizenship is required.

- You cannot hold an active real estate license: nor can you have an interest or hold stocks in firms with interest in Federal Lands.

- REALTY POSITIONS ONLY-1170: Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.
- May require a one-year probationary period or two-year trial period depending on appointment type.
- This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 2052, is the exclusive representative of all employees in this bargaining unit.
Qualifications

To qualify for the GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: work experience that demonstrates organizational skills and attention to detail; compliance with regulations; experience developing and maintaining files; experience preparing and disseminating reports as well as experience communicating clearly and professionally with internal and external partners both orally and in writing (briefs, updates, meetings, email, presentations); and the ability to shift rapidly to changing priorities.

Successful completion of one full year (18 semester hours) of graduate level education in a field which demonstrates the knowledge, skills and abilities necessary to do the work of the position.

Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled.

An equivalent combination of specialized experience and appropriate education. Graduate level education must demonstrate the knowledge, skills and abilities necessary to do the work of this position.
To qualify for the GS-09: One (1) year of specialized experience described at the GS-07 level that was related to: land surveying, historical records interpretation, lands title searches/compilation (Title companies), County Recorder and/or Assessor's experience, easement acquisition (i.e.: for utility companies), Land Management experience (i.e.: Oil and Gas company experience, mining exploration company exp.), paralegal/legal clerk experience, land use or resource management (organic agriculture, reforestation, water resource management and eco-tourism projects, among others) and/or project management (planning and designation of project resources, preparation of budgets, progress monitoring, keeping stakeholders informed of status); building and reviewing environmental documents, accessing and applying legal and regulatory information from online or other resources, Geographic Information Systems (GIS) map reading ability, fiscal experience (bonding, budget, rental and cost recovery), for the above referenced positions.

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

Physical Demands: The work is sedentary but may occasionally require some physical exertion such as walking over rough, uneven, or rocky surfaces and exposure to extreme temperatures. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.
Work Environment: Work is performed in the office and field locations under a variety of topographic and climatic conditions.
