We expect to fill nine (9) vacancies at this time; however, additional positions may be filled from this announcement if they become available.

Duties

Gather, process information and make recommendations on lands and realty actions such as rights-of-ways, communication sites, land acquisition/disposal, Recreation and Public Purposes actions, exchanges, permits, leases, withdrawals, and trespass. Prepare environmental assessments on routine and non-controversial realty casework. Provides Realty Program data and information in developing environmental assessments for proposed actions which affect the lands program. Determine land ownership and status, review applications and Plans of Development, conduct field examinations, and establish and maintain case files. Independently utilize the Bureau?s automated land and records system and other applications to document a wide variety of complex land and realty transactions. Prepare or request required reports and assessments that consider all issues such as cadastral survey, hazardous materials, appraisals, cultural input, mineral, title, grant authorizations, decision letters, and enforceable terms and conditions. Responsible for providing land use planning advice, assistance and instruction in the lands and realty program area, including consistency reviews and analysis between District and Field Office staff. Reviews or prepares environmental analysis in connection with various land applications and provides input where land resources are involved; reviews land tenure, withdrawals, and/or land use authorization recommendations for planning purposes. Prepares briefing and issue papers for lands and realty related subjects in addition to reviewing and preparing responses to proposed Congressional legislation that affect the lands and realty programs.

Requirements

  • You cannot hold an active real estate license: nor can you have an interest or hold stocks in firms with interest in Federal Lands.

  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • Selectees w/less than 3 years exp. as a Realty Spec. (GS-1170) are req'd to attend a 3-part Lands and Realty Academy at BLM's National Training Center. Failure to complete/pass this Academy may result in your termination.
  • May require a one year probationary or two year trial period.
  • This is a Bargaining Unit position.

Qualifications

To qualify for the GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: work experience that demonstrates organizational skills and attention to detail; compliance with regulations; experience developing and maintaining files; experience preparing and disseminating reports as well as experience communicating clearly and professionally with internal and external partners both orally and in writing (briefs, updates, meetings, email, presentations); and the ability to shift rapidly to changing priorities. OR Successful completion of one full year (18 semester hours) of graduate level education in a field which demonstrates the knowledge, skills and abilities necessary to do the work of the position OR Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled. OR an equivalent combination of specialized experience and appropriate education. Graduate level education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. To qualify for the GS-09: One (1) year of specialized experience described at the GS-07 level that was related to: land surveying, historical records interpretation, lands title searches/compilation (Title companies), County Recorder and/or Assessor's experience, easement acquisition (ie: for utility companies), Land Management experience (ie: Oil and Gas company experience, mining exploration company exp.), paralegal/legal clerk experience, land use or resource management (organic agriculture, reforestation, water resource management and eco-tourism projects, among others) and/or project management (planning and designation of project resources, preparation of budgets, progress monitoring, keeping stakeholders informed of status); building and reviewing environmental documents, accessing and applying legal and regulatory information from online or other resources, Geographic Information Systems (GIS) map reading ability, fiscal experience (bonding, budget, rental and cost recovery), for the above referenced positions. OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR an equivalent combination of specialized experience and appropriate education. Graduate level education must demonstrate the knowledge, skills and abilities necessary to do the work of this position. To qualify for the GS-11: One (1) year of specialized experience equivalent to the GS-09 level and/or preparing field assessments and environmental analysis documentation for various land cases, i.e. public sales, ROW, land exchange, acquisitions, agriculture entries, land class, withdrawals, leases, permits, recreation and public purpose leases/patents and airport leases/patents, state selections, trespasses, etc. Serves as realty specialist, realty technician, land law examiner, or legal clerk on lands actions of other public lands use authority; providing experience with field exams, NEPA process, regulation and compliance, Experience with NGO entities related to negotiation and acquisition of conservation easements, partial title interest, acquisitions to be held in public trust. OR Ph.D. or equivalent degree or 3 full years of progressively higher graduate level education leading to such a degree, or LL.M. if related. OR A combination of education and experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The work is sedentary but may occasionally require some physical exertion such as walking over rough, uneven, or rocky surfaces and exposure to extreme temperatures. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas. Work Environment: Work is performed in the office and field locations under a variety of topographic and climatic conditions.
