This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management to recruit qualified candidates to positions in the competitive service.
This is a pay banded position. The NH-02 pay band encompasses grades 05 through 11 under the General Schedule (GS) system.
The NH-03 pay band encompasses grades 12 and 13 under the General Schedule (GS) system.
This Acquisition Specialist position is assigned to PEO Soldier, Project Manager Survivability.
Duties
Develops Performance Work Statements and other Acquisition Requirements Package documentation, e.g., Acquisition Plans,
Contract Data Requirements List, Sole Source Justifications, Independent Government Estimates, and Market Research Reports.
Establishes and maintains controls to ensure that contract award is accomplished according to guidelines and required timelines.
Coordinates, leads, and directly controls all functional activities required to effectively manage assigned programs.
Attends meetings with Government and contractor personnel and furnishes recommended solutions to contractual problems.
Performs in-depth research of procedures, policies, and regulations to provide technical advice to management and product managers.
Requirements

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Foundational in the Acquisition Career Field Contracting within 36 months of entrance on duty.

This is a Term, time limited position NTE 5 years. It may be extended up to a total of six (6) years. Non-competitive conversion of an employee to a career-conditional appointment may if approved and eligible under specific conditions.
In order to qualify, you must meet the education or experience requirements described below. I have three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01 or GS-04 grade level, which includes: 1) Analyzing information to understand requirements; 2) researching assigned issues to provide recommendations; and 3) completing assigned tasks within stated deadlines in areas such as reporting, purchasing process and contracting.

Successful completion of four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. (Note: You must attach a copy of your transcripts.)
Specialized experience to qualify for the NH-03:
One year of specialized experience equivalent to the NH-02 pay band (GS-11 grade level or equivalent) which includes: 1) Evaluating criteria for various complex procurement actions to develop contract strategies; 2) developing Acquisition Requirements Package documentation such as Acquisition Plans, Contract Data Requirements List, Sole Source Justifications, Independent Government Estimates, Market Research Reports, and Performance Work Statements / Statements of Work required for contract award; and 3) overseeing contract terms and conditions to ensure compliance with applicable regulations.
