The incumbent of this position serves as an IT Specialist for computers and telecommunications for the Office of Information Technology (OIT) department at the Cheyenne River Health Center (CRHC) in Eagle Butte, SD. The incumbent is responsible for technical support of the technology systems, data networks, and telecommunications infrastructure of CRHC and Indian Health Service. The position is subject to call back or to being placed on call.
Duties
Responsible for managing the operations and improvements for hospital hardware, software, security, network, client/server interaction and clinical applications.
Performs feasibility studies, cost analysis, impact analyses, and other studies to evaluate alternative methods of meeting information system needs and request.
Trains the staff in the technical procedures required to operate and maintain functional telecommunications systems.
Assists with the development of an annual Automated Data Processing (ADP) Plan to include future acquisitions of all data systems and upgrades; establishing priorities so that these needs will be met in a timely fashion; anticipates purchases; cost-analysis data; and a re-cap of existing types of equipment.
Qualifications

Basic Requirements: OPM: Information Technology (IT) Management Series 2210 (Alternative A):Individuals must have IT-related experience demonstrating each of the four competencies listed below. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Minimum Qualifications: To be eligible for consideration, in addition, to the Basic Requirements, you must meet one of the Minimum Qualifications stated below, for the grade levels to which you are applying.
For the GS-07 level: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks examples include: Work experience assisting IT Specialists, provide basic IT needs, assist with implementing hardware and software, provide technical assistance to telecommunication systems.
OR
Education in place of experience: Successful completion of 1 year of graduate education from an accredited institution in computer science, engineering, information science, information systems management, mathematics operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Or; Superior Academic Achievement (S.A.A), Successful completion of a Bachelor's degree from an accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.
For the GS-09 level: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks examples include:Work experience maintaining Servers, Personal Computer (PC) systems, Printers, Copiers and software applications; oversee and/or perform the installation of newly acquired equipment/systems and assure maximum benefit; provides technical assistance to telecommunications system users; Collects, gathers, verifies, and reports statistical data.
OR
Education in place of experience: Successful completion of 2 years of graduate education, or, completion of a master's or equivalent degree from an accredited institution in computer science, engineering, information science, information systems management, mathematics operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
For the GS-11 level: Your resume must demonstrate at least one (1) year of specialized experience comparable in difficulty and responsibility to the GS-09 grade level that equipped me with the knowledge, skills and abilities to successfully perform the duties of this position. Examples include: Work experience coordinating ADP security measures, installing, configuring, upgrading, and troubleshooting hardware and software components; providing hardware and software support or training to customers; utilizing computer imaging application; disabling accounts and removes account from active directory; providing recommendations on upgrades. Maintains inventory and management of telecommunications equipment.

Education in place of experience: Successful completion of 3 years of graduate education leading to a Ph.D. or equivalent doctoral degree, orcompletion of a Ph.D. or equivalent doctoral degree from an accredited institution in computer science, engineering, information science, information systems management, mathematics operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Time In Grade: Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
