This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Duties include but not limited to:
Incumbent directly supervises, evaluates, and directs work performance of subordinates in Diagnostic Radiology (General X-ray).
Assists the Chief Technologist to coordinate and manage aspects Diagnostic Radiology to achieve optimal utilization of the available resources to include scheduling, funding, space, equipment, and support purchases.
The incumbent's ability to identify and implement methods for improving the efficiency and effectiveness of performing these services and the liaison role the incumbent plays affect the overall operational services to our Veteran patients, their families, and the community.
Plans work schedules to assure an even flow and distribution of work.
Directs on-the-job training for employees. Confers with radiologists to develop standard and non-standard exam protocols for Diagnostic Imaging procedures and exams.
Collaborates with facility RSO, Quality & Safety Technologist on radiation protection processes and procedures. Provide information back to RSO, Quality & Safety Technologist as well as Radiology Management officials timely.
Advises employees of the performance requirements of their positions, keeps them informed of their progress in meeting the requirements, and prepares formal evaluations of employee performance.
Assigns work based on priorities, consideration of difficulty and requirements of assignments, and capabilities of employees.
Decides on training needs and training requests related to employees, and reports these needs.
Evaluates contract technologists' work (when applicable) to ensure quality and standards compliance.
Assist Chief Technologist and/or Radiology Manager and Radiology Service Chief to make decisions on work problems presented by facility supervisors, administrators, facility team leaders, similar personnel, and contractors.
Provides advice, counsel, or instruction to employees on both clinical and administrative matters.
Follows established Quality Assurance (QA) guidelines and protocols to ensure integrity, availability, authenticity, and confidentiality of imaging data transmitted by the various modalities.
Keeps abreast of current published material pertinent to position to keep pace with the rapid growth and technological changes occurring in the field of radiology to include contrast agents used within Diagnostic Radiology for procedures.
Assists the Chief technologist and/or Radiology Manager and Radiology Service Chief in managing staff resources to accomplish the needs of the Medical Center taking into consideration factors such as staffing levels, staff retention, budget, strategic planning, staff productivity, etc.
Prepares formal requests and recommendations for promotions, reassignments, quality increases or other performance awards for Diagnostic Staff assigned to them.
Assists the Chief Technologist and/or Radiology Manager and Radiology Service Chief with responsibility for the technical aspect of radiologic equipment operation and safety and for carrying out the recommendations of the Radiation Safety Committee as well as quarterly QISCM report development and review.
Performs and completes annual Radiology equipment review and inventory independently.
Participates in quality performance/improvement activities and ensures compliance with JCAHO requirements for activities under his/her area of responsibility.
Monitors procedure complications, event reporting and trends pertinent to Diagnostic Imaging section.
Provide guidance, input, and assistance to Diagnostic Radiology Clinical Instructor.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT} (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging(MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.]
Exception for Non-Certified, Entry Level Candidates. Non-certified DRTs who otherwise meet the eligibility requirements for ARRT (R) certification may be given a temporary appointment as a graduate ORT under the authority of 38 U.S.C. § 7405(c)(2)(8). The appointing official may waive the requirement of certification for a period not to exceed two years for a ORT that provides care under the supervision of a certified ORT at or above the full performance level. This exception only applies at the GS-5 entry level technician. For grade levels above the entry level, the candidate must be certified. Temporary appointments of non-certified DRTs may not be extended beyond two years or converted to a new temporary appointment.
Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT} or from [other accrediting agencies as recognized by the Department of Education (DOE).]
English Language Proficiency: DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and7407(d).
Grade Determinations:
GS-10 Supervisory Diagnostic Radiologic Technologist
Experience. At least one year of experience equivalent to the next lower grade level, directly related to the position being filled that demonstrates the clinical competencies described at that level.
Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk(*):
*Ability to analyze organizational, technical, and administrative problems and to develop and
implement solutions that result in efficient section operation.
Ability to evaluate quality management procedures and processes.
*Ability to analyze and use data effectively to manage workload, quality, performance, and
productivity.

Preferred Experience: At least 1 year of experience leading people.

Physical Requirements: The incumbent must be able to perform all activities of the position without restriction.
