You will serve as a Supervisory Human Resources Specialist (Employee Relations/Labor Relations/Human Resources Development) in the Workforce Development Branch, Human Resources Office (HRO) of Naval Facilities Engineering Systems Command (NAVFAC) Washington.

Duties

You will advise managers on legal requirements for resolving employee relations matters. You will review completed disciplinary actions and formal grievances for procedural compliance or conflict with negotiated agreements. You will evaluate human resource workforce performance to identify training and development needs for employees. You will conduct human resources program evaluations to determine if operations are consistent with prescribed policies and business practices. You will generate human resources solutions to overcome obstacles that cause conflict in the workplace.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: (1) Planning, developing, promoting, and coordinating multiple labor relations, employee relations and human resources development programs to meet immediate and long-range needs of the command; (2) Serving as a management representative in resolving issues presented by labor organizations about the implementation of labor agreements; (3) Preparing management positions in negotiability issues; (4) Providing comprehensive employee relations/labor relations and human resources development support to organization and staff; and (5) Providing overall advice and assistance on discipline, adverse actions, grievances, performance management, employee recognition programs, employee counseling, work/life programs, and related functions.
