The incumbent serves as Deputy Director (DDPMO), Program Management Office (PMO), for the Director, Program Management Office (DPMO), Seismic Repair Program, Office of Design & Construction, Office of Construction & Facilities Management (CFM), Washington, DC. The DDPMO provides management advice and support to the DPMO on the execution of the Seismic Repair (SPMO) Program with a broad range of issues effecting the Office of Design & Construction in program management, planning & policy.

Duties

The SPMO provides management of VA's Seismically deficient building inventory which includes, management services over project design, acquisitions, construction, and contract changes for any VA Major construction project utilizing Seismic Repair funding. The incumbent manages a team of support staff and undertakes broad planning and operation tasks to manage the SPMO Program. The major duties and responsibilities include, but are not limited to: Identify, develop, and lead a specific design & construction program along with policies, practices, and procedures. Play a critical role in establishing the protocol for management of CFM's architect and engineer workforce in support of assigned program, in accordance with established policies. Assist the DPMO in developing strategies and plans for providing continuous, high-quality, professional, efficient engineering and architectural expertise, needed to support the construction of complex VA healthcare facilities and other facilities. Assess engineer and architect deployment program and its capabilities including effectiveness in staffing construction projects. Conduct broad-based program analyses. Implement changes recommended in studies, within the authorities established by the program office charter. Review the work of staff for engineering and architectural technical adequacy in accordance with established laws, policies, procedures, priorities, and Design Criteria. Interpret agency objectives into CFM specific procedures, policy and plans, while ensuring consistent application. Advise and counsel the DPMO on any design and construction program matter. Work with subordinates to manage office operations and prepare estimates of requirements of time and money. Assign work based on priorities, difficulty of the assignment, and the capabilities and availability of the employee. Interviews candidates for positions, makes selections for appointment, promotion, or reassignment. The inspection work also requires the physical ability to climb ladders and crawl through tight spaces to inspect completed work. Exposure to outside weather conditions, dust and high noise levels is typical throughout the construction period. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is GS-14.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You must possess at least one (1) year of specialized experience as described below: GS-13 grade level: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. To qualify at the GS-13 level, applicants must have 52 weeks of specialized experience equivalent to at least the GS-12 level in Federal Service. Examples of specialized experience include: broad planning and operational tasks; assist with strategic planning, design management, resolution of engineering and architecture problems, quality assurance; budget administration and workload resource management; establishment of the protocol for the management of CFM's architect and engineer workforce in support of the assigned program and ensures compliance with policy; managing the development of policy changes in response to changes in levels of appropriations or other necessary changes; manage organizational changes throughout the organization, or major changes to the structure and content of the program or program segments as directed; develops new policies or alters existing policies and works to have those policies; reviews work of staff for engineering and architectural adequacy and conformance with policies and procedures. assist in funding of most cost-effective means with the assigned program; conducts broad-based program analyses; Program experience in developing written responses for time-sensitive controlled correspondence for assigned. [Note: Evidence of these specialized experience must be supported by detailed documentation of like duties performed in positions held on your resume]. Education

There is no educational substitution for this position; however, you must meet the Basic Education requirement.

Degree:
Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR

Combination of education and experience. College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration, Written Test, Specified academic courses or Related curriculum.
