This position is within the Office of Strategic Support and Initiatives (OSSI) Office of the Under Secretary for Benefits (OUSB), Veterans Benefits Administration (VBA). The Office of Strategic Support and Initiatives is a leadership-oriented strategic advisor, SME partner, and connector. The office provides strategic visioning, alignment, and planning advice; strategic and operational planning guidance; and risk management and coordination across Lines of Business.

Duties

Specific duties include: Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of programs or operations in meeting established goals for both short-and long-range objectives. Establishes and maintains control on sensitive and confidential matters including contracts, labor relations, and other VBA matters. Develops procedures and systems for establishing, operating, tracking, assessing, and reporting on the effectiveness of internal processes and functions. Develops modifications and revisions to policy guidance, ad hoc responses, reports, and other documents to improve the effectiveness and efficiency of VBA processes. Prepares and reviews responses for OSSI leadership review and approval. Ensures proposed responses are timely, clearly address the issue(s), and are consistent with existing VBA policy and federal statutes impacting the Department's ability to efficiently carry out agency goals and programs. Coordinates responses and reports to include the feedback of appropriate OSSI and Department staff or other outside stakeholders. Performs necessary research and contacts key officials internal to VBA to clarify, request, collect, and analyze needed data and information. Determines the impact of proposals and makes appropriate recommendations. Follows up on issues as necessary to ensure that appropriate action is implemented timely. Assists with coordinating the OSSI leadership and organizational calendars, availability for meetings, conferences, and other activities including coordination and preparations for presentations for the OSSI leadership team. Reviews, analyzes, tracks, and prioritizes projects initiated and supported by OSSI involving VBA. Identifies, tracks, and summarizes recommendations and reports having a direct impact on agency program activities. Provides notification and updates to VBA organizational elements impacted by a project. Develops agenda and conducts briefings on specific issues regarding these recommendations and reports. Attends briefings and meetings as required to include meetings with project teams focused on sensitive matters including labor practices and negotiations and their impacts within OSSI-led initiatives. Coordinates and discusses with OSSI leadership and staff regularly regarding findings of reports, projects, or committees. Participates in programs, work groups, and task forces to ensure that quality provisions are planned, developed, and implemented to identify, prevent, and correct unsatisfactory conditions and elements. Maintains an effective working relationship with VBA's OUSB, VACO-level Offices, business lines, and representatives of other departments and staff offices. Makes necessary contacts with regional offices and service organizations. Serves as primary contact for OSSI regarding various projects as needed. Provides advice and assistance to a full range of inquiries concerning data, information, and updates on the programs and projects of OSSI. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:04/18/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-13 position you must have served 52 weeks at the GS-12 level MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-13: Specialized Experience: Experience preparing and reviewing responses, analyzing, and evaluating programs and operations in meeting established goals. Experience performing quality analysis, developing procedures and systems for establishing, operating, tracking, assessing, and reporting the effectiveness of processes and functions. Experience preparing presentations and performing quality management designed to improve work products, customer service and business procedures. Experience tracking projects, distributing updates, summarizing recommendations, participating in work groups and task forces, and aiding studies. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary. Some work may require walking and standing in conjunction with attending meetings and conferences. Work may require carrying light items such as papers, books, or small parts. The work does not require any special physical effort.
