This position is located at Office of the Inspector General for Tax Admin (TIGTA),Office of Mission Support (OMS),- Human Capital and Personnel Security (HC&PS), Human Capital (HC). As a Human Resources Specialist within the Senior Executive Services, you will provide technical expertise in developing, directing, and evaluating assigned TIGTA human capital policies and programs which may include staffing, workforce succession planning, accountability, and executive resources.

Duties

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Serve as advisor to immediate supervisor and the Director HC&PS; if assigned the principal advisor to the Deputy Inspector General for Mission Support (DIGMS) and Director Human Capital (HC), on TIGTA organizational issues impacting the TIGTA executive staff members. Provide expert advice, interpretation, and consultation to TIGTA senior management on various laws, rules, regulations and agency policies and programs related to work involving Senior Executive Service (SES), and/or other assigned program areas. Manage, develop, and implement TIGTA wide HC policies, procedures, and prepare guidance or modifications to reflect new policies and procedures. Responsible for researching, interpreting, and providing SES policy guidance and advice on HC matters to the DIGMS, Director, HC&PS, Executive Resources Board (ERB) Chair and Board members, and all levels of SES on complicated and or controversial matters, including those not addressed in regulation and guidance.

You must meet the following requirements by the closing date of this announcement. Specialized Experience: Specialized experience for the GS-14 level includes one year of specialized experience at least equivalent to the GS-13 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience are defined as: -Planning, managing, and advising management on the effectiveness of the Senior Executive Service program activities; AND -Experience with Senior Executive Services recruitment, selection, appointment actions, merit promotions, and hiring authorities; AND -Analyzing problems to determine applicability of established methods as related to Senior Executive Services; AND -Preparing and presenting high-level briefings to senior officials. Specialized experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience are defined as: -Planning, managing, and advising management on the effectiveness of the Senior Executive Service program activities; AND -Experience with Senior Executive Services recruitment, selection, appointment actions, merit promotions, and hiring authorities; AND -Serving as a member on special projects; AND -Presenting briefings to agency officials. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
