This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard (USCG), Assistant Commandant for Resources & CFO (CG-8), Office of Program Analysis & Evaluation (CG-PAE), Program Evaluation Division (CG-PAE-2), Washington, DC.
Duties
You will serve as Chief Evaluation Officer for the USCG and is responsible for overseeing the agency's evaluation activities, learning agenda, and capacity assessment, as well as collaborating with, shaping, and contributing to other evidence-building functions within the agency. You will also support the development or refinement of existing processes to integrate evaluation findings into agency decision-making and other functions. Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include:

Qualifications
BASIC REQUIREMENTS: Degree in behavioral or social science; or related disciplines appropriate to the position.ORCombination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.ORFour years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.In addition to meeting the basic requirements listed above:GS-14: Applicants must possess one year of specialized experience equivalent to the GS-13 level in the Federal sector. Overseeing or conducting program evaluations and using evidence from evaluations to inform policy and practice.
Independently coordinating, increasing organizational capacity to conduct evidence building, and development of organizational Learning Agenda, Annual Evaluation Plan to meet the intent of the Foundations for Evidence Based Policy Making Act of 2018.S.
Implementing a wide range of social science research principles, concepts, and methods to direct others in research projects.
Independently conducting research, training, and consultative initiatives in relation to social science and public policy program evaluations.
Increase agency capacity to support the development and use of evaluation and improve the quality of evaluations and knowledge of evaluation methodology and standards and dissemination of evaluation findings.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
