The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Capabilities and Integration Branch. Incumbent serves as the senior IT/ET expert in developing and executing strategic IT polices, plans, and capabilities for education programs.
Duties
Plans, organizes, and directs the activities of the Capabilities and Processes Branch ensuring that IT capabilities, processes, and procedures comply with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents Air University with a variety of installation and functional area organizations.
Leads strategic technological planning to achieve AU goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies.
Oversees and advises on enterprise-level change management activities impacting AU IT enterprise systems.

- Operations experience is highly desired.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain a SECRET security clearance.
- The work requires the employee to drive a motor vehicle. A valid driver’s license is required for the position
- May occasionally be required to work other than normal duty hours. and/or Shift work may be required which may include overtime and/or irregular hours.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes Facilitates coordination of information, research, and policy development by leveraging expert consultation from a broad spectrum of high-level IT and scientific industry professionals, research organizations, and national security agencies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IT applications software concepts, functions, techniques, and capabilities sufficient to assess the effectiveness and efficiency of IT policies and processes.
Knowledge of safety and security regulations, practices, and procedures. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT policies and plans.
Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.
Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
