The primary purpose of this position is to serve as the Director of a 70-person cyber directorate and be the senior cyber/IT/ET expert and program manager with mastery and skill in developing, implementing and supporting short/long-term plans, and managing multiple cyber/IT programs utilizing the Cyberspace Enterprise.
Duties
Plans, organizes, and oversees the activities of the Air University Communications/Cyber Directorate.
Exercises supervisory personnel management responsibilities.
Represents Air University with a variety of installation and functional area organizations.
Leads strategic technological planning to achieve AU goals by prioritizing technology initiatives and coordinating the evaluation, deployment, and management of current and future technologies.
Analyzes AU's complex cyber, informational and educational process needs and recommends and executes technical solutions in order to support mission activities.
Directs, develops and maintains required IT/ET programs to support mission needs.
Develops, reviews, and instructs cyberspace curricula for AU schools.

- This position requires drug testing and random drug testing during the duration of assignment.
- Work will require CONUS or OCONUS travel away from the normal duty station.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- The work may require the employee to drive a motor vehicle. A valid driver’s license is required for the position.

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND one (1) year of specialized experience at the next lower grade GS-14 (or equivalent in other pay systems) which includes experience with leading and carrying out project assignments of considerable difficulty with little specificity regarding the approach to follow; utilizing information systems and applications software technology to lead the execution of troubleshooting/optimization efforts; analyzing and isolating the source of problems between hardware, system, and applications software programs; measuring system performance to determine if an extension of the operating system capabilities is needed to support the organizations processes and operations; and predicting future requirements management will need to meet through the use of technological advances.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Provides for IT systems security principles, concepts, and methods to be adopted and practiced to take necessary actions to plan a secure infrastructure and protected environment in order to impart education to be practices in identifying, evaluating, mitigating, and minimizing risks associated with IT systems vulnerabilities.
Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT technology, security methods and principles, the feasibility of proposed new systems and applications software projects; and managing information systems and applications software processes to ensure successful integration with existing and anticipated infrastructure in the database environment. Knowledge of operational activities conducted at the educational colleges assigned to Air University and the most up-to-date information about the subject matter on information/network security matters (such as special operations, personnel recovery, airlift, etc...), weapon systems, and command, control, and mission process, systems, and applications.
Knowledge of IT management information systems and applications software technology to lead execution of IT troubleshooting and optimization efforts such as: isolate causes of problems between hardware, system, and applications software programs pertaining to Cyberspace operations and defense and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
Knowledge of IT management information systems requirements and application software development techniques required in leading and carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
Ability to plan, organize, and direct the functions and staff of a multi-college education in organizations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
