Duties

As an Assistant District Counsel, you will provide legal advice and guidance on difficult and comprehensive issues in personnel and employment law, federal real estate, general law and litigation, and federal contract law. The position provides advice on all matters affecting the district including difficult and complex questions relating to the vaccine mandate, construction and service contracts, and the Freedom of Information Act. You will be expected to represent the government in actions before the EEOC, the FLRA, the MSPB, the ASBCA and the GAO, and to assist DOJ in representation in district court. You will make determinations involving the application of all phases of personnel and labor law, torts, civil litigation, and other legal disciplines pertinent to Corps of Engineers activities, involving federal law and state laws.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Experience required: To qualify, applicants must possess two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. One year of the required professional legal experience is equivalent to the GS-12 under the General Schedule or other pay systems. This experience was acquired after being admitted to the bar. Examples of this experience are: (1) advising high level leadership and supervisors on personnel and labor law matters; (2) reviewing pre and post award contracts actions for legal sufficiency; (3) providing advice on non-contractual claims and other complex legal issues; (4) providing advice on interagency agreements with other federal agencies and with tribal governments; (5) reviewing feasibility reports, design memoranda, cost-sharing agreements, project partnership agreements and escrow agreements; 6) interviewing and preparing witnesses, preparing pleadings, discovery documents, motions and briefs, conducting depositions, and participating in hearings; and 7) ability to communicate effectively orally and in writing. Bar Memebership : This position requires membership in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. The General Attorney occupation has specific educational requirements which apply to all positions. Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Law Degree: Applicants must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
