About the Position: As General Attorney, you will assist & serve under the general direction & supervision of the District Counsel, who assigns cases, projects, & areas of responsibility. The selected attorneys are expected to resolve legal & factual problems with latitude to exercise independent judgment. They will be required to provide advice & counsel on complex legal problems & deliver legal services in diverse agency practice.
Duties
Provide legal advice, support and assistance to the Commander, Deputy Commanders, Division and Staff Office Chiefs.
Prepare memoranda, reports, legal documents and advisory opinions on a wide variety of legal problems of varying degree of complexity, importance, and impact.
Support the Civil Works, Regulatory, and Environmental Missions, dam safety modification and construction, ecosystem restoration, environmental infrastructure, regulatory, and flood risk management programs.
Provide environmental compliance and remediation; environmental planning; real estate acquisitions, disposals, and closings; and regulatory programs.
Support the District's Civil Works, IIS, and MILCON programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Disclosure Agreement (OGE-450) required.
- Business Travel (TDY) of 10% required.
- Must be an active member of the bar of the highest court of a State, U.S. commonweal the U.S. territory, or the District of Columbia.

Basic Requirement for General Attorney:
Degree: Successful completion of a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D). and a current member in good standing of a bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Official certified law school transcripts and proof of bar membership in good standing must be submitted with your resume.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience GS-13: Two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Creditable experience will include analyzing facts, ascertaining laws, preparing legal opinions based on the facts and the law; advising clients in two or more of the following legal disciplines: government contract law and litigation; environmental law; hazardous waste law; admiralty law; personnel matters; regulatory and regulatory enforcement; administrative law; claims against the Government under both the Federal Tort Claims Act and other remedies; Freedom of Information Act and Privacy Act matters; government ethics; federal fiscal law; civil works authorities and agreements; local cooperation and local cost sharing issues; real estate law; and emergency support functions under the Stafford Act. NOTE: Your experience must be documented in your resume to support your eligibility under these criteria.)
