You will serve as a Naval Engineering Programs Manager in the Force Ships Maintenance and Material Division of COMMANDER NAVAL AIR PACIFIC. This position impacts the agency's headquarters operations, subordinate commands and facilitates the agency's accomplishment of its readiness efforts.

Duties

You will lead and participate in aircraft carrier life cycle maintenance and modernization meetings and conferences. You will establish policy and determine direction of aircraft carrier technical programs assigned to the Force Naval Engineer. You will provide guidance and technical expertise when analyzing and resolving complex technical problems including major equipment failures, system designs, specifications and related documentation associated with various systems and equipment. You will provide innovative technical solutions to special problems associated with repair, modernization and overhaul of aircraft carriers. You will assign significant responsibilities for requirements generation, establishment, implementation, and management of assigned programs. You will plan work to be accomplished by the staff, sets and adjusts short term/long range goals and priorities. You will give advice, counsel, or instruction on both work and administrative matters. You will affect minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.

• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer providing program management and technical guidance relating to the installation, maintenance, and repair of various shipboard systems and equipment. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
