The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

The incumbent serves as Supervisory Human Resources Specialist, responsible for the TMD Data Analytics team. The primary purpose of this position is to support HR Information Technology (IT) systems and data analytics. Serves as project manager for project management activities dealing with HRIS initiatives for HRMD's talent management and workflow systems (i.e. USA Staffing, USA JOBS, Trackers, etc.) to ensure they are properly managed, to provide expert level guidance and support and to ensure they meet requirements. Typical assignments include: Provides authoritative advice on creating and maintaining reference materials, project files, documentation, standard operating procedures, and policies; maintains current knowledge to answer questions from internal and external customers on all such documents. Plans and implements various phases of migration, upgrades, continuous quality improvement and maintenance of HR automated systems. Performs mapping activities as well as proposing process changes designed to streamline current processes and workflows. Prepares reports, project documents, and maintains records of accomplishments and administrative information and coordinates the preparation, presentation and communication of information. Analyzes facts of a data request, define the problem, retrieve and assemble the data using mathematical, statistical and qualitative methodologies to respond accurately, timely and effectively to data requests from internal and external customers.

Qualifications

You must meet all qualification requirements by the closing date of this vacancy announcement. You qualify for the 14 grade level if you have at least one year of specialized experience equivalent to the GS-13 grade level in the federal service which has given you the knowledge, skills, and abilities to successfully perform the duties of the GS-14. Specialized experience at this level may include: Provides authoritative advice on creating and maintaining reference materials, project files, documentation, standard operating procedures, and policies; maintains current knowledge to answer questions from internal and external customers on all such documents. Planning and implementing various phases of migration, upgrades, quality improvement and maintenance of HR automated systems. Formulating, developing, administering, and implementing overall HR management programs, policy, practices and procedures for nationwide applications Creating and updating multiple management dashboards, performing analytical studies, creating and analyzing surveys, and performing data integrity projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 04/22/2024of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 04/22/2024of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
