The primary purpose of this position is to serve as the Program Analyst for Congressional Hearings and Engagements. This position is responsible for implementing Air Force level congressional engagement program, which includes meetings, hearings and events with Members of Congress and staff.

Duties

Executes the Air Force congressional engagement program by preparing the Chief of Staff, Secretary of the Air Force, Vice Chief of the Air Force, Under Secretary of the Air Force, and the Chief Master Sergeant of the Air Force (Top 5) for their appearances before Congress. Performs a wide range of highly complex qualitative analyses of programs, policies, and issues which have impact on Department of Defense, SAF/LL, and Congress. Synthesizes data from diverse sources, analyzes trends, and evaluates legislation and other program directives in order to implement the congressional engagement plan. Serves as the Program Lead for Air Force Posture. Analyzes previous year Posture engagements, recent engagement trends and the legislative calendar to develop annual Posture preparation program, including study sessions, special briefings, and publication of study materials, ensuring that timing is appropriate with legislative events and Air Staff/Secretariat Staff activities. Manages the process, tasking and coordination with OSD and the Air Staff for Questions for Record (QFR)/Inserts for the Record (IFR) submitted to the CSAF, SECAF, VCSAF, USECAF, and CMSAF (Top 5) following their appearance before congressional committees. Articulates and communicates to the Air Staff and the Secretariat the assignment, project, problem to be solved, actionable events, milestones, and program issues under review and sets deadlines and timeframes for completion. Develops, coordinates, and creates legislative outreach products for Air Force leadership. Analyzes programs, plans, and current problems to determine specific areas of congressional interest, inquiry, or investigation. Synthesizes data from diverse sources and analyzes trends. Develops outreach materials to clarify and amplify the Air Force position on key defense issues and explanations of the Air Force's policies, programs, and procedures for Air Force Senior Leaders to various audiences on current legislative issues. Represents the organization and maintains a continuous liaison and relationship with other Air Staff, OSD, Joint Staff, other Service, other DoD, congressional committee and congressional offices to ensure informed decision making by Air Force leadership. Establishes, develops, and maintains effective working relationships with Members of Congress, congressional staff, committee staff, Major Command Legislative Liaisons and Headquarters Air Force staff as a SECAF representative to obtain understanding and acceptance of Air Force polices and requirements and mutual concerns.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert performance of a wide range of congressional engagement execution procedures, protocols and the qualitative analysis methods for the synchronization and alignment of congressional engagement messaging. Incumbent's acquisition of this knowledge is highly desired to be acquired through direct engagement and interaction with Congress in an official capacity or by working for Members of Congress, Congressional Committees, or related staffs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and experience working directly for members of Congress, Congressional Committees, or related staffs or working for a non-DoD organization on congressional engagement strategy, planning and execution. 2. Comprehensive knowledge of the Congressional hearing process, the committees involved, and Members' interest in hearing subject; skill in working with committee staff to prepare Air Force senior leaders to testify before congress. 3. Demonstrated knowledge and experience in strategic engagement planning and execution, including developing key message, message alignment, branding and/or communicate effectiveness measures; ability to exercise insight, judgment, and diplomacy for establishing and maintaining effective relations between senior Air Force leadership and Congressional contacts. 4. Ability to synthesize information, develop a plan, establish milestones, present updates and proactively notify leadership of deviations from established plan. Ability to analyze facts, identify problems, report findings, make conclusions and recommend corrective or other appropriate action to ensure successful hearings as well as excellent written and oral communications skills. 5. Knowledge of a wide range of research methods, tools and sources to support the development, assessment and improvement of congressional engagement; comprehensive knowledge of congressional legislative process and congressional legislative research tools, tracking systems and processes. 6. Ability to execute highly effective events and experiences that communicate Air Force mission to members of Congress, committees, and staff. Ability to organize and coordinate multiple tasks and assure timely completion. Ability to collaborate effectively across organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
