As a Planning and Design Quality Program Officer you will serve as the regional expert and advocate for excellence in providing highly specialized professional design and planning expertise.
This position is located in General Services Administration (GSA), Public Buildings Service (PBS) of the National Capital Region (NCR).
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
Plans, implements, directs, manages, and provides strategic oversight to highly specialized professional design and planning expertise to NCR PBS employees. Responsible for enhancement of PBS performance by providing regional leadership in design advocacy and implementing high standards of design quality in architecture, landscape architecture, urban and regional planning, interior design, historic preservation, public art, fine arts conservation, and environmental compliance.
Serves as regional expert and advocate for excellence in architectural and urban design on relevant projects, with focus on site security design, public space design and programming, and other acute needs of the Washington, D.C. area. Advises project teams throughout the design phase and assists them in developing effective design strategies that meet client, community, and project needs.
Advises the Regional Commissioner on policies and procedures that would improve regional performance in meeting GSA's responsibilities under the National Historic Preservation Act in coordination with the PBS Central Office team. Provides advice and counsel to GSA regional and national leadership on significant architectural design, urban planning, and preservation issues, to incorporate best practices region-wide and to develop effective solutions for high profile projects.
Supervisor Duties. Based on analysis of work requirements and duties, assigns work for the division goals and objectives and plans work based on priorities and milestones; establishes performance objectives and evaluates work performance, develops and implements methods for improving productions, quality of work, and morale; provides advice, counsel, or instruction on both work and administrative matters; resolves work problems. Interviews candidates for subordinate positions; recommend hiring, promotion or reassignment actions. Takes disciplinary measures as necessary, including warning and reprimands. Assesses training needs and requirements for employees, identifying developmental and training sources and providing training.
Manages design process and review in accordance with GSA's Design Excellence mandate, professional and other industry technical standards. Manages and provides historic preservation expertise for repair, alteration, and improvement of historic assets, implementation of Section 106 process, and interpretation programs/projects focusing on history, architecture, and art. Provides regional design/arts expertise to implement the Urban Development/ Good Neighbor Program, First Impressions Program, Historic Preservation, Art-in-Architecture Program, Fine Arts Conservation Program, and compliance with NEPA.

The GS-15 salary range starts at $163,964 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is defined as expertise in: Such as experience must have included responsibility for directing, coordinating, and evaluating performance of design programs; and, coordinating technical activities with tenant agencies, contractors and external stakeholders to promote mutual cooperation for more effective results.
