This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Business and Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The pay band NH-04 includes the General Schedule grade equivalent to GS-14 to 15. Other initiatives under the Acquisition Demonstration Project include simplified classification, streamlined hiring process and expanded developmental opportunities.
Duties
Provides acquisitions oversight for all assigned programs.
Oversees the preparation of required documentation for coordination with HQDA staff for developing coordinated Army positions on material acquisition matters and specific Army program matters.
Provides technical, performance, schedule, programmatic and cost guidance for preparation and evaluation of the Army Program Objective Memorandum (POM).
Oversees the preparation of Congressional descriptive summaries or annual reports, which describe program funding plans, schedules, and technical performance objectives for the United States Congress.
Assesses program achievements and effectiveness of the organization in order to appraise the desirability of major program changes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Sensitive Compartmented Information security clearance.
- A one-year probationary period may be required.
- TDY may be required up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management Certification (Advanced) within 48 months of entrance on duty.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- DRUG TESTING: this position has been designated for drug testing. If you are selected for this position, you may be subject to urinalysis testing prior to appointment and you will be subject to random urinalysis testing as a condition of employment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience:1) Providing acquisition oversight for assigned programs to include any of the following: Fires, Intel, Mission Command, Ammunition, Combat Support, Soldier Systems, Maneuver, or Chem Bio. 2) Developing policies for acquisition program implementation; 3) Evaluating organizations acquisition strategies for assigned programs; AND 4) Providing assistance with budget formulations or resource allocation for acquisition programs.
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
