You will serve as a CONTRACT SPECIALIST in the COMMANDER FLEET READINESS CENTERS, PROCUREMENT GROUP of COMFLTREADCEN.

Duties

You will utilize a wide range of contracting methods such as sole-source, competitive low cost/price technically acceptable and competitive best buy analysis You will coordinate with various offices to obtain supporting documentation to resolve conflicts (i.e., technical descriptions, elements of cost, legal matters, and performance problems). You will perform accurate and sophisticated cost analysis of the contractor’s proposals. You will establish, direct, and achieve negotiation objectives.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

GS-13: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: Analyze contract type to determine sources and methods of solicitation for competitive and sole source acquisitions. Conduct complex price and cost analysis to determine reasonableness of price to make recommendations for the award. Direct a full range of procurement pre-award and post-awards functions to include drafting and issuing solicitations, negotiations, source selection, contract award, contract modifications, and contract closeout. Conduct negotiations and oversee contracts by monitoring contract performance, preparing modifications, and determining the necessary course of action to comply with terms. Prepare new or revised instructions after monitoring current command procurement policies and contract performance. Analyze contractor's financial and technical approach to determine a reasonable price/cost for complex systems and impacts with changing operational or budgetary situations. GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing some or all of the following duties: Preparing pre-negotiation position and negotiate contract proposals to determine contract cost and terms and conditions of procurements (e.g., simplified acquisitions, contract administration, facilities support, architect-engineer, construction); Conducting cost and price analysis to determine price/cost reasonableness and realism; Developing and implementing solutions to solve procurement or contractual problems; Reviewing proposals for modifications or change orders to determine the type of change and the contractual provisions; Advising on the use of cost and fixed-price contracting during pre-solicitation of contracts. Prepare contract documentation (e.g., justifications, approvals, determinations, findings, business clearances) to support actions taken; and Drafting contract and negotiation documents (e.g., Acquisition Plans and Source Selection Plans) for complex contract requirements. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
