This position is part of the National Archives and Records Administration. The incumbent serves as the Supervisor of the Emergency Management Branch and Continuity Manager in the Security Management Division for the National Archives & Records Administration (NARA).
Duties
As a Supervisory Emergency Management Specialist, you will:
Ensure the branch CORs, in consultation with the contracting officer and division director, oversees the proper administration to include forecasting budgetary requirements, seeking funding and monitor expenditure of funds of the emergency management program to manage contracts or inter-agency agreements (IAAs).
Manage the Continuity program including, plans, procedures and appropriate response for the efficient operation of NARA in an emergency, and review and recommend changes to Occupant Emergency Plans with facilities management division. Ensure emergency action plans for evacuation, civil defense and sheltering in place are effective, current and exercised in accordance with NARA policy.
Supervise and provide oversight of work that involves the coordination of emergency mitigation, response, recovery and preparedness training and exercises and engages all internal and external stakeholders. Coordinate development and submission of reports, updates, white papers, executive summaries or other informational documents, to include official After Action Reports (AARs) for internal and external distribution.
Review and provide guidance to Presidential libraries, archives and records centers for adherence to emergency management requirements and continuity requirements.
Supervise the Emergency Management Branch staff and manage Branch operations, projects, and initiatives. Perform a full range of supervisory functions, including establishing team goals; planning and supervising the work of the team, supervising subordinates.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
To qualify for this position at the GS-14 level, you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
- Managing work for staff involving emergency management functions, continuity of operations; AND
- Conducting project management oversight for large initiatives with short timeframes; AND
- Providing comprehensive advice and guidance related to emergency management program activities, continuity of operations and procedures to senior management.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.
