About the Position: This position is located within the Department of Patient Administration, Inpatient Record Analysis and has a private office. The work is primarily sedentary. The hours are negotiable, but are typically from 7:30 A.M. to 4:00 P.M. As the technical expert and advisor the incumbent organizes and directs a comprehensive medical records analysis program to ensure the facility follows all legal and regulatory requirements.

Duties
Supervise a team of 11 medical record analysts in the analysis, processing, maintenance, storage, and retirement of inpatient, APV, and ED medical records for the hospital.
Supervise release of information (ROI) and correspondence activities related to these records and provide guidance and support for three outlying branch clinics regarding medical record analysis, maintenance, and retirement.
Monitor and advise hospital leadership on Joint Commission (JC) standards and elements of performance related to the JC Record-of-Care standards.
Actively participate in organizational committees and functional management teams as the subject matter expert for record-of-care standards related to Inpatient, Ambulatory Procedure Visits (APV), and Emergency Department (ED) medical records.
Assist clinics and providers with questions surrounding record-of-care standards and monitor/report deficiencies and trends to various governing bodies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to have tuberculosis testing.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 2 security investigation or access for the duration of employment. A background investigation and credit check are required.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience analyzing, maintaining, and retiring Inpatient Medical Records (such as Ambulatory Procedure Visits (APV)/same-day surgeries, and Emergency Department (ED) encounters); instructing providers and leadership on regulatory guidance; conducting inpatient medical record audits. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Healthcare Administration or Health Information Management (HIM).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Preferred but not Required:
Certification as a Registered Health Information Administrator (RHIA) from the American Health Information Management Association (AHIMA) and/or certification as a Certified Documentation Expert Inpatient (CDEI)® from the American Academy of Professional Coders (AAPC). Additionally, any medical coding certifications from either AHIMA or AAPC would also be preferred.
Education
