The primary purpose of this position is to serve as a Center level program analyst evaluating and analyzing issues and developing recommendations to resolve substantive problems and issues of effectiveness and efficiency in Center business and Information Technology (IT), including cyber restrictions and compliance.
Duties
1. Serves as primary Program Analyst applying Air Force depot operations, IT systems, and business process re-engineering experience, analyzes, develops, and evaluates issues and develops recommendations to resolve problems and issues.
2. Documents planning and programming recommendations / decisions in appropriate formats to meet Air Force.
3. Analyzes new system procedures/ instructions relative to Depot Maintenance operations to determine implementation impacts across the organization.
4. Prepares and delivers oral presentations such as briefing, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information.

- A bachelor degree with a specialization in Cyber Operations is highly desired.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the ability to gather, assemble, and analyze facts to draw conclusions, conduct analysis, and devise recommended solutions and the ability to comply with regulatory requirements and governing directives. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of IT systems and information cyber protection to assess requirements, and prepare reports, briefings, documentation, and correspondence to communicate factual and procedural information clearly.
2. Knowledge of AF, MAJCOM and Center level program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities.
3. Knowledge of the application of depot operations and IT systems implementation and training expertise as they apply to major IT programs.
4. Skill in designing and conducting studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program.
5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
