About the Position: Serves as Chief, Navigation Section with responsibility for accomplishing assignments pertaining to the operations and maintenance of navigation projects, and supervising the District Hydrographic Surveying employees, Floating Plant operations employees, and navigation project managers.
Duties
Responsible for accomplishment of dredging programs through contract administration or direct supervision of rental/hired equipment operations.
Responsible for dredging study programs involving development of study, purpose, and scope.
Responsible for adequacy, quality and constructability of dredging contract plans and specifications developed by project managers.
Serves as Contracting Officer's Representative (COR) and is responsible for supervision and coordination of District dredging construction.
Provides general guidance in conducting the Puget Sound and Tributary Waters Program.
Provides guidance in conducting general operations of the Debris Vessel PUGET, including removal of hazards to navigation, and in implementing the District's Wrecks and Obstructions program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be required to travel/perform temporary duty (TDY) up to 25%.
- Must obtain Contracting Officer Representative (COR) Certification Level B within one year of being appointed.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes performing work related to dredging/dredged material management to support a Navigation or Coastal Harbor Program AND conducting or evaluating studies on emerging dredging technology, techniques and/or methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
