This is a National Guard Title 32 Excepted position for a MOBILIZATION AND DEPLOYMENT SPECIALIST, Position Description Number D2025000 PDD2025000, and is part of the SC DCSOPS, South Carolina Army National Guard.

Duties

This position is located in the State Joint Forces Headquarters (JFHQ), Deputy Chief of Staff for Operations (DCSOPS) G3/5/7 Directorate, Mobilization Readiness Branch. This is an Army National Guard (ARNG) dual status technician position that requires military membership, compatible military skill assignment and classification. Serves as the Mobilization/Deployment Specialist for the Installation. Work is to be performed in the areas of Mobilization Readiness including Soldier Readiness Processing (SRP) and Soldier Readiness Checks (SRC). Incumbent provides oversight, planning, interpretation and application of policy. Also provides final review and validation of products for presentation through chain of command. Coordinates and synchronizes SRPs and SRCs in concert with other G Staff elements. Develops, coordinates, and distributes guidelines for formalizing and structuring Soldier Readiness Processing and Soldier Readiness Checks at all levels, to include company, battalion, and brigade levels. Provides guidance and assistance to subordinate units in Mobilization Planning Data Viewer (MPDV) coordination and synchronization with deploying units, medical detachments, Office of the State Surgeon, G3, G4, and other State agencies and programs. Performs and provides guidance to all personnel and administrative actions related to SRP processing. Monitors, compiles, and communicates overall statistics of deploying units to requesting agencies. Assists in developing and coordination of appropriated and non appropriated funds budgets to support the SPR activities. Coordinates the composition of the SRP manning requirements based upon the needs of individual units. Makes immediate decisions to realign resources towards the resolution of SRP site specific problems of limited scope. Utilizes Personnel Policy Guidance (PPG) and appropriate policies and regulations to make informed, SRP specific judgments that take into account unique variables or issues.(2) Coordinates with the mobilizing unit chain of command, intermediate commands, SRP site proponent, JFHQ, Mobilization Station LNO, and various State agencies and organizations to insure that procedures meet office needs and are consistently understood and followed. Establishes and continually reviews, updates and develops complex administrative procedures that affect the orderly and efficient flow of work within the SRP and overall HR portion of the mobilization of the unit.

Requirements

• NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Males born after 31 December 1959 must be registered for Selective Service.
• For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC): Area of Consideration: This position is open to Area 1 Only. Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2) Area 2: Current members of the South Carolina Army National Guard Area 3: Any individual eligible for membership in the South Carolina Army National Guard For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. MINIMUM EXPERIENCE REQUIREMENTS: Experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems. SPECIALIZED EXPERIENCE REQUIREMENTS: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. CONDITIONS OF EMPLOYMENT & NOTES: 1. Must be able to obtain and maintain the appropriate security clearance of the position. 2. Education

Substitution of Education for Specialized Experience -Army National Guard and Air National Guard Enlisted GS-09 through GS-12: Positions Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
