THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a Program Manager (Vice Wing Commander), Position Description Number PDD1469P01 and is part of the WY 153rd Airlift Wing, Wyoming Air National Guard.
Duties
The primary purpose of this position is to provide leadership and management of the flying unit, to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission. The incumbent is accountable with the Air Commander in complying with a wide variety of federal, state, and local authorities on all aspects of operations, personnel, equipment, funds, and real property in the accomplishment of duties.
(1) Directly and through group commanders, incumbent assists the Air Commander in determining unit goals which are the foundation for long and short range planning and execution of all unit programs, and provides a focus for all unit functions and activities.
(2) Assists the Air Commander in ensuring the formulation, presentation, justification, and execution of an allocated multi-million dollar budget involving several major force elements and state funds.
(3) Ensures manpower authorizations, grades, and specialties are adequate for the mission.
(4) Assists the Air Command in communicating and coordinating items of interest and potential adverse impact at the highest levels of national, state, and local political leadership.
(5) In conjunction with the Air Commander, negotiates and approves host/tenant agreements, memoranda of understanding, joint use and inter service agreements, leases, and licenses with military and civil agencies who provide and receive support, share resources, and inter operate with the unit.

Qualifications
AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 1, 2, and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).
Area 1: All permanent and indefinite Wyoming National Guard (NG) WY ANG employees assigned to the 153d Airlift Wing.
Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard.
Area 4: All current military members of the Wyoming Air National Guard.
Area 6: Current military members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position.

MINIMUM REQUIREMENTS:
Must possess experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
Must possess at least 1 year equivalent to at least GS-13 level and experience, education, or training analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.
NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar - 2017) dates and hours worked per week with description of your specialized experience on the resume.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

Officer: Must possess or be eligible to obtain AFSC 91W0, Wing Commander.
DRIVER'S LICENSE:
Must possess a valid driver's license.
