Duties

Serves as a Supervisory Human Resources Specialist and expert Strategic Injury Compensation Advisor for the customer team located in the DLA Human Resources, Enterprise Operations, Injury Compensation Division. Provides expert advice and consultation internally and externally. Supervises a team of Injury Compensation Program Administrators in servicing a variety of customer organizations (DLA and DoD Customers), completing organizational assignments, performing special projects, and advising staff and serviced customers. Supervises and manages the injury compensation program in accordance with the Federal Employees' Compensation Act (FECA), laws and regulations. Ensures that the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Serves as an authority on workers' compensation issues, provides staff advice and assistance to DLA Headquarters and field activity personnel on all Federal Employees Compensation Act (FECA) compensation matters affecting DLA and DoD Customers.

Qualifications

To qualify for a Supervisory Human Resources Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Conducting analyses of agency training needs and providing authoritative advice and guidance on workers compensation training and development; - Interpreting and clarifying Federal Employees' Compensation Act (FECA) policies, standards, and procedures to all levels of management and employees; and - Providing expert strategic management advisory services via individual contacts, meetings and conferences. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
