This Management Analyst, GS-9, is part of a support team assigned to provide business systems definitions necessary to support the Department of Veterans Affairs (VA) mission. The incumbent will provide administrative, technical, analytical, management, and program support to the Office of Director within Enrollment Eligibility Division (EED), as well as to other staff members.
Duties
Major Duties include (but are not limited to): Assists supervisors with analyzing, evaluating, processing, and making recommendations for effective organizational changes; Applies analytical, investigative, and evaluative methods and techniques to various processes and procedures for an organization or program; Plans, coordinates, and carries out the successive steps in fact-finding and may seek review of approach from the supervisor on complex situations; Analyzes the subject matter and presents the material clearly and accurately to the target audience; Analyzes results of audits and inspections and drafts reports and recommendations for the supervisor's review; Assists in developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems or operating programs; Analyzes and evaluates the effectiveness of program operations in meeting established goals and objectives; Participates in special studies on a wide variety of subjects in the accomplishment of measuring and reporting performance levels; and Assists in formulating and gathering measurement criteria in specified subject matter areas to develop key performance measures.
Promotion Potential: The selectee may be promoted to the full performance level (GS-11) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Position Location: This position is physically located in Atlanta, Georgia. Selectee must reside within 50 miles of the Member Services location in VA medical Center and within the continental United States.
Work Schedule: M-F, 8 hour shift between 7AM-5PM (TBD by Supervisor)
Telework: Available. VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2024.
Time-In-Grade Requirement (GS-9): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-9 position, you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your Specialized Experience and/or Education as described below.
Specialized Experience (GS-9): You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization.
Examples of Specialized Experience include (but are not limited to):
1) Prepares requests for information and reports, including various types of correspondence for management review
2) Receives, drafts, and edits documents and/or other general or technical materials
3) Maintains a suspense system to ensure that all departmental inquiries are answered within the appropriate time frame (as prescribed by regulations)
4) Obtains necessary information and composes required correspondence in final form for signature of leadership
5) Analyzes problems, forms conclusions, and makes recommendations for improvements to others in the organization
6) Gathers, analyzes, researches, interprets, and reports on clear and accurate data
7) Analyzes and reviews workload reports from various data sources and determines accuracy of reports to provide qualitative and quantitative answers to management

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., (if related)

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education.

Physical Requirements: The work is primarily sedentary, although slight physical effort may be required.
