About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Schofield Barracks, Hawaii.

Duties

Performs installation, programming and maintenance of the Electronic Switching System (ESS) central office and associated telephone equipment. Reviews Request for Service (RFS) to enable the development of a DISA Direct Order Entry document; enter Service Request (SR) into the Joint Hawaiian Information Transfer System (JHITS) via the JHITS Service Agent (JSA) terminal. Provides advice to supervisor on the adequacy of available support capability or other unique requirements for maintenance of installation information and processing system. Responsible for the maintenance and compliance of the Telephone Services Contract and a variety of other networking circuitry services provided by contractors. Coordinates directly, or through subordinates, with support, such as tactical/fixed equipment interface, telephone directories, supplies and equipment. Performs quality control inspections and various testing procedures to ensure contractor compliance with all contract provisions. Serves as the operator of the VoIP system: duties including provisioning IP phones, Unity voice mailboxes, performs Moves, Adds/changes, reset voice mail PINs, install license files, monitor database status, monitor server status, monitor backups. Performs back-up and data recovery services IAW internal SOPs. Provides technical assistance to customer to resolve VoIP and ECVoIP operational issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • The IT classification for this position is IT-I, Tier 5. This position is designated as Critical, Tier 5 sensitive. Incumbent must have a favorable T5/SSBI.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Must achieve IAT Level II certification within six months or less of entrance on duty.

Specialized Experience: One year of specialized experience which includes in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology; reviewing Request for Service (RFS) to enable the development of a DISA Direct Order Entry document, enter Service Request (SR) into vendor terminal, and Local Service Requests (LSR) for proper submission, ensuring compatibility of equipment, cable facilities are available, and the necessity for circuits/equipment; provisioning IP phones, Unity voice mailboxes, performs moves, adds and changes, reset voice mail PINs, install license files, monitor database status, monitor server status, monitor backups; provide technical assistance to customer to resolve VoIP and ECVoIP operational issues; review work/service orders from customers to identify problem, determine requirements and ensure contractors provide most cost-effective and proper service. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
