This position is a TERM position. It is time-limited and may be extended up to a maximum of eight years.
Duties
As a Telecommunications Specialist, the incumbent is responsible for administering coordination and application of awarded Telecommunications contracts and associated wire communications systems.
Develops local operational policies, requirements, specifications, and justifications on specific procurement.
Reviews applicable procurement regulations, directives, instruction letters, circulars, and other allied documents to determine requirements for local implementation.
Provides staff management and technical guidance to customers, on proposed telecommunications projects and leased communications services.
Serves as the telecommunications consultant to the Commercial Activities (CA) Program Manager.
Submits telecommunications contract requirements to the servicing Contracting Office, assuring that the terms of the requirements are clearly in the best interests of the government.
Provides technical assistance to the Contracting Officer in the development and maintenance of contract surveillance programs.
Serves as designated Contracting Officer Representative after award of contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Tier 5 investigation, incumbent must obtain and maintain a Secret Security Clearance.
- Must obtain and maintain SEC+ certification within six months of entrance of duty.

Basic Requirement for Telecommunications Specialist:
Specialized Experience: One year of specialized experience which includes coordinating application of awarded Telecommunications contracts and wire communications systems; utilizing contracting procedures to develop proposals and contracts for accuracy; establish and interpret policies, procedures, and regulations to confirm contracts provisions, requirements, and modifications conformity and compliance; operate and maintain telecommunication equipment; review, analyze, and resolve difficult and complex telecommunications problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
