Duties

This Facilities Management Specialist position is located Security Operations, Aviation Coordination, Explosive Operations, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Manages and oversees the full range of maintenance and repair of commercial buildings and/or multiple properties to include maintenance of the grounds, HV AC systems, plumbing, mechanical and electrical systems, elevators, automated voltage regulator systems, uninterrupted power supply equipment, generators, and the structural aspects of buildings. Prepares and oversees architectural and engineering drawings and designs, building information modeling, building codes, fire/life safety detection and suppression systems, environmental management best practices and procedures applicable to facility management, minor renovation and construction projects. Manages financial elements of contracts for maintenance and repair services, minor renovation and construction, equipment replacement projects, reviewing contractor invoices for contract compliance, analyzing and negotiating contractor claims and change order requests, compliance with manufacturers and contractor guaranties and warranties. Performs a full range of supervisory duties over the federal employees and provide technical oversight of the contractor personnel. Determines human resource requirements through work order analysis, maintenance staff deficiencies, staff training requirements and outsourcing potential for maximum efficiency and customer satisfaction. Develops strategic plans for short and long-term preventative and predictive maintenance and capital improvements to include the development of scopes of work and spending plan for projects and operational budgets and receives and reviews facilities customer requests for emergency/urgent/routine service and project work .

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-1 or GS-13 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position to be filled. Specialize experience is defined as: Managing and overseeing the full range of maintenance and repair activities of commercial buildings and/or multiple properties; AND Experience liaising with internal and/or external stakeholders in support of building or facility management operations; AND Managing facilities projects that include cost estimates and control of complex long-term construction projects. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
