About the Position: Serves as the Sexual Harassment/Assault Response and Prevention (SHARP) Program Support Services Specialist (SAR WF) responsible for strategic business process management, change management, and management of administrative operations needed to support the SHARP program.

Duties

Advise program managers and other leaders on sexual harassment/assault program initiatives, policies, and procedures. Analyze, evaluate, and incorporate changes to improve business processes and practices of sexual harassment/assault program initiatives, policies, and procedures (e.g. SHARP). Utilize data from multiple automated sources to prepare written work products (e.g., reports, briefings, information papers), highlighting information on significant actions of importance. Analyze work processes and functions, logistical, and IT/communications requirements in order to recommend new or improved configurations to promote organizational efficiency and reduce costs. Develop manuals, directives, or standard operating procedures (SOPs) needed to manage administrative operations (reports, personnel management, records management, travel, supply, etc.) in support of an organizational unit. Conduct detailed analysis of mission requirements in order to develop travel options consistent with regulatory provisions (e.g., Joint Travel Regulation, Defense Travel System guidance). Operate a supply management program that includes a variety of expendable and nonexpendable items and material through central supply channels, direct purchase, and formal procurement processes. Operate automated systems needed to monitor and track employee travel, training, payroll requests (e.g., Defense Travel System, Civilian Human Resources Training Application Service (CHRTAS), etc.). Manage multiple day-to-day and long-range calendars in a complex, fast-paced work environment subject to constantly changing requirements. Coordinate a variety of social functions to include luncheons, dinners, receptions and/or military ceremonies to support organizational missions and goals. Develop sound business processes and procedures necessary to ensure the efficient and effective flow of technical information at all echelons within an organization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Background checks against all records required by law, Office of Personnel Management, Department of Defense, and Army policy or regulation are required IAW governing regulations, on a recurring basis while employed in the position.
  • Minimum of a Tier 3 background investigation (Secret security clearance), or equivalent, and enrollment in Continuous Evaluation are required.
  • State Criminal History Repository check is required for all states of residence in the previous five and/or up to ten years
  • Must possess a valid driver's license and have the ability to operate a motor vehicle should the need arise to operate a government vehicle/motor pool vehicle.
  • Within six months of employment must successfully complete required Sexual Harassment and Assault Response and Prevention (SHARP) training, and obtain and maintain D-SAACP certification.
  • Must complete all required training, obtain D-SAACP certification, and be placed on appointment orders prior to having any victim contact or access to victim information.
  • Required to self-report civilian arrests, the filing of criminal charges, and/or convictions of any criminal offense to their supervisors.
  • May be required to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
  • This position may require temporary duty (TDY) business travel up to 25% of the time.

Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes developing, implementing, and evaluating business processes utilizing knowledge of sexual harassment/assault programs; managing a variety of administrative service operations (e.g., reports, personnel, records, travel, events, supply, etc.) necessary for efficient and effective organizational mission accomplishment. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
