This National Guard position is for a DEFENSE TRAVEL ADMINISTRATOR, Position Description Number T5129000 and is part of the KS United States Property And Fiscal Office, National Guard.
Duties
As a DEFENSE TRAVEL ADMINISTRATOR, GS-0503-09, you will serve as the, Financial Defense Travel System Administrator (FDTSA) subject matter expert (SME), Defense Travel System (DTS) for the USPFO, and the state ARNG including its supported units. Responsible for authorizing and setting up the correct lines of accounting for payment of Government funds. Performs a variety of analytical, technical, and administrative work for substantive programs and support activities. These programs are funded through a number of sources such as reimbursable accounts and transfer of funds between organizations. Program and funding are unpredictable and subject to change throughout the fiscal year. This necessitates making frequent adjustments to budget estimates to different DoD organizations through the cross organization. Responsible for the control and coordination of all required actions to support successful deployments, operation and management of DTS for all military soldiers and Civilian employees using guidelines that often lack specificity due to changing mission requirements, i.e. changing travel destinations while en-route, delaying travel and foreign travel requirements. Functions include liaison between the USPFO/state ARNG and Defense Finance and Accounting Service (DFAS) Project Management Office (PMO-DTS), regarding the functional use of DTS, monitoring and maintenance of DTS as well as identifying and analyzing problem areas, etc. Serves as the on-site subject matter expert for resolving especially difficult or sensitive problems with unit DTS. Provide analysis regarding the various accounting methods, procedures and techniques to validate DTS transactions. Perform various accounting, budget, and financial support related duties as ARNG DTS travel regulations are not completely standardized due to complex mission requirements. Perform various accounting system applications to resolve problems of processed transactions on existing transaction records to modify automated processes in existing accounts. Other duties as assigned.

- As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0503 finance position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.

Qualifications
GENERAL EXPERIENCE: Must have clerical, office, or other work experience that indicates your ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE: Must have the specialized experience equivalent to at least the next lower grade level that equips you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. To be creditable, must have knowledge of the interrelationships of various accounting systems applications and computer file systems and content to resolve problems of processed transactions (e.g., knowledge of computer master file systems, document processing, and the effects of transactions on existing records to modify normal automated processes in existing accounts). The knowledge to work with systems development to locate and resolve accounting transaction problems in the system relating to DTS. Interpret user requirements when assisting accountants and programmers in designing new system or modifications to existing accounting and management systems as a result of regulatory and program requirements.

The work requires no special physical demands. It may involve walking, standing, bending, or carrying of light items.
Work Environment:
The employee works in a adequately lighted and ventilated office environment. Observes normal safety procedures against everyday risks and discomforts.
