THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a DEFENSE TRAVEL ADMINISTRATOR, Position Description Number T5129000 and is part of the KS United States Property And Fiscal Office, National Guard.
Duties
As a DEFENSE TRAVEL ADMINISTRATOR, GS-0503-09, you will serve as the primary point of contact to the USPFO Comptroller Division as the action officer for the Defense Travel System (DTS), with responsibility for carrying out a wide variety of complex processes related to DTS. Manages and organizes a Tier II help desk for the Army National Guard (ARNG) within the state.Performs other duties as assigned.

- This is a Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with requirements of this certification program.
- As basis of continued Title 5 Excepted Service employment/appointment to GS-0503 position employee must meet DoD directed civilian financial mgmt certification for finance position within 2 years of initial hire date or promotion appointment date
- As a basis of continued Title 5 Excepted Service employment/appointment in the GS-0503 finance position, the employee must complete the requisite quantity of CETs every two years to sustain the achieved certification level.

Qualifications
GENERAL EXPERIENCE: Experiences gained through military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following five basic qualification factors are applicable to each GS-0503 career level grades, as cited above: Skilled in collecting data effectively, efficiently, and accurately;
-Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
-Ability to write English in reports and presentation formats;
-Ability to communicate clearly and effectively; and,
-Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE: To qualify for this GS-0503-08 position, you must be eligible for entry into the position's financial management certification career program. Your resume must include relevant experience/education with beginning and ending dates reflecting the following: at least three months of basic finance program training or competencies that provided knowledge of financial principles and procedures.
You must understand the basic principles and concepts of the National Guard financial business program requirements.
You must have private or public finance program experiences, along with competencies, that provided knowledge of financial principles and procedures.
You must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures.
You must have the specialized experiences in providing analysis, validation, processing and correction of financial transactions. Experienced in the identification of issues/problems involving the full range of financial services.
You must be skilled in working with ARNG inter-related systems and processes across multiple functional areas and their interoperability to ensure the validity and accuracy of all disbursements, collections, and adjustments related to financial records.
You must be skilled in the ability to perform pay analysis of complicated pay, travel, and accounts payable issues involving corrective actions.
You must have the ability to review pay concerns or complicated pay adjustments to include assessing unusual circumstances or conditions.
You must be skilled in analyzing particular facts of financial transaction problems/issues, verify and evaluate data; and obtain additional information to reconcile discrepancies or inconsistencies.
You must have the knowledge of pertinent fiscal laws, regulations, precedent decisions, and procedures to determine appropriate action for resolution.
Your experience must include resolving tax processing problems based on soldier inquiries or internal control audits/review.
You must have the knowledge of how to resolve complex tax issues involving tax documents; Do It Yourself (DITY) moves; and, Relocation Income Tax Allowance (RITA) payments.
You must be skilled in varied duties, such as, financial services payment systems (travel, accounts payable, and pay, such as, Joint Uniform Military Pay System Uniform Standard Terminal Input System (JUMPS); Operational Data Store (ODS); Standard Financial System ReDesign1 (SRD1); Defense Travel System (DTS), or, Integrated Automated Travel System (IATS).
Competent in performing finance work that involved appropriate pay, allowances, and entitlements that resulted from multiple military and civilian statuses, to include, but not limited to, Title 10 active duty; Title 32 Inactive Duty for Training (IDT), Annual Training (AT), Active Duty for Training (ADT), Active Guard and Reserve (AGR), and Active Duty for Operational Support (ADOS).
Competent to process unique and special pay and entitlement actions in order to provide the appropriate entitlements, such as Base Pay; Basic Allowance, Housing (BAH); Basic Allowance, Subsistence (BAS); Incapacitation Pay (INCAP); Family Separation Allowance (FSA); Hazardous Duty Pay; Hostile Fire Pay; Combat Zone Tax Exclusion (CZTE); Special Duty Assignment Pay (SDAP); Student Loan Repayment Program (SLRP); incentive (bonus) pay; Invitational Travel Authorization (ITA); Jury Duty; child support; wage garnishments; allotments; survivor benefits; and incentive pays (Jump Pay, Medical Pay, Flight Pay, Foreign Language Proficiency Pay).

Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0503 Title 5 Excepted Service positions, on the basis of completed undergraduate or graduate education, the college degree education must be in one of or be a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management.
Applicants, who were service members or who currently serve in a military component and completed training in financial programs, are considered
minimally qualified for the GS-09 entry-level position.
AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR.
For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by:
1. Use the data point of .67 to compute Quarter Hours into Semester Hours: 36 Quarter Hours X .67 Semester Hour = 24 Semester Hours.
