Incumbent is the Program Analyst within the Health Administration Services (HAS) of the Medical Center. The individual has the responsibility for supporting the medical center in its daily operations of the Beneficiary Travel Section.
This Individual will make eligibility determinations, process claims, maintain internal fund control points, and provide administrative coordination in accordance with Beneficiary Travel Regulations.
Duties
GS-7 Program Analyst
The incumbent of the position serves as Program Analyst for the Beneficiary Travel Section, Health Administration Service at the Ralph H. Johnson VA Medical Center, Charleston, SC. The incumbent will serve in this developmental assignment, receiving on-the-job training and experience, providing the individual with the knowledge, skills, and abilities necessary to perform the full range of duties as described in the target position description. As experience and knowledge are gained and competency is demonstrated, the employee is gradually given more freedom to make independent judgments and decisions.
GS-9 Program Analyst
Advisory and Analysis (25% of the time)
The incumbent will be responsible for data collection, validation, interpretation, and analysis. Research and/or analyze issues relating to Beneficiary Travel, Performance Measures, Administrative Data, Eligibility, Transportation, and Workload Capture.
The incumbent will assist the Mobility Manager, HAS, in establishing quality standards for employees; reviewing and analyzing results; preparing statistical reports; and making recommendations for improvement based on information obtained.
In the absence of the Mobility Manager, the incumbent ensures continuity in beneficiary travel operations, resolves patient complaints or issues regarding beneficiary travel claims or procedures.
Program Oversight (25%of the time)
The incumbent reviews and updates local policies and Standard Operating Procedures (SOPs) to stay abreast of new, revised, or supervised procedures for preparation and processing of correspondence and reports
The incumbent retrieves and analyzes historical claim data to determine appropriateness of claim submission behaviors and payments made to Veteran claimants. Performs appropriate research into suspected inappropriate claimant behavior, collaborates with Fiscal Service and other associated VA entities to confirm and resolve potential Beneficiary Travel fraud activities.
The incumbent prepares reports indicating the amount of money obligated for the previous days' travel. Utilizes VA Form 1358, Obligation or Change in Obligation and VA Form 2237, Request, Turn-In and Receipt for Property or Services for financial transactions.
The incumbent calculates appropriate reimbursement for approved and authorized meals and lodging before the travel takes place, utilizing the employee per diem rates and following the travel regulations calculation methodology.
Training (15% of the time)
The incumbent will be responsible to research and identify training needs for the medical center staff specific to Beneficiary Travel and Transportation services available. (Eligibility, Code of Federal Regulations, VHA Directives, VHA Procedures Guides). Analyzes training needs and make recommendations to supervisor.
The incumbent provides extensive, detailed, on-the-job training to new hired personnel in accordance with established procedures and practices. Assists in formal training classes provided for employees to ensure all employees are up to date with training requirements.
Administrative Coordination (20% of the time)
Accurately arranges and coordinates air ambulance travel for eligible veterans for organ/tissue transplants or other inter-facility transfers, prepares authorizations for travel by taxi and/or other hired vehicles.
The incumbent prepares statistical reports on a weekly, monthly, and quarterly basis. Provides analysis of statistical reports and makes recommendations to Mobility Manger regarding program efficiency and effectiveness.
The incumbent maintains control of all correspondence properly referred to and/or associated with activity until resolution of issues; ensures clerical correctness of invoices and supporting documentation; obtains required missing information, signatures, and supporting documents as necessary to complete file and corrects mistakes.
Customer Service (15% of the time)
The incumbent is responsible for coordinating and/or writing replies to customer service and Congressional inquiries and is expected to contribute and assist in attaining Business Office goals; communicate well with others; work as a team member in their position and provide good customer service to internal and external stakeholders.
Perform other related duties as assigned
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm, based on agency needs

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. And for a GS-9 you must have served 52 weeks at the GS-7 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization.1 (one) year equivalent to at least GS-5 OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. OR superior academic achievement. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.
GS-9
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization.1 (one) year equivalent to at least GS-7 OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree. OR
2 full years of progressively higher level graduate education leading to such a degree. OR

Physical Requirements: The work is mostly sedentary and requires a substantial amount of interaction with a personal computer. The Incumbent walks to and from meeting, performs space, supplies, and equipment inventories, and frequently carries papers and books weighing less than ten pounds.
