This position is located in the Office of Administrative Services (OAS), Office of Human Resources (OHR). The incumbent will focus on activities related to retirement and retirement counseling, workman's compensation, insurance, thrift savings plans, temporary continuation of coverage, spouse equity, and work life programs. We are looking for a senior-level specialist with exceptional communication skills, who is fully proficient in the above, with an expert command of Title 5 requirements.

Qualifications

BASIC REQUIREMENT
To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 obtained in the federal or private sector which demonstrates knowledge of and skill in applying a wide range of Title 5, human resource management concepts, principles, laws, regulations, procedures, and practices in the administration of employee benefit programs. Experience must include: retirement and retirement counseling; workman's compensation; death benefits; health and life insurance; long-term care insurance; thrift savings plans; temporary continuation of coverage; spouse equity, and processing of benefits. The level of experience must include having primary responsibility for performing these functions for a large organization, which required determining program needs, serving as the liaison with outside organizations and companies who administer Federal employee benefit programs, and developing a variety of communication methods to inform agency employees on benefit programs.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
While there is no education requirement for this position, the ideal and most successful candidate should possess a professional body of knowledge related to this position. This would typically be obtained by possession of a Bachelor's degree or higher in the fields of human resources, labor relations, business administration with an emphasis on human resource subjects, or other related education.
