Duties

In-Office Requirement: The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy to facilitate this and requires an in-office presence of at least two days per pay period. Remote work is not available for this role. This announcement provides the opportunity for a reassignment/promotion to the position Facilities, Assets & Physical Security Manager position on the Mission Support Team located in Arlington, VA. Mission Support, (MS) provides synchronized customer service support to the six sectors responsible for ensuring the OIG's mission and performance requirements. Our customer service support is divided into three divisions which are Budget & Accounting Services; Human Resources; Facilities, Assets & Physical Security. This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $146,058.00 - $187,879.00. The salary figures include locality pay. Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations. Provides program/project management and technical expertise in the evaluation of complex problems and the development of innovative alternatives for Facilities, Assets and Physical Security programs. Serves as the OIG liaison to Postal Service management, coordinating program plans and design objectives, aligning resources, determining program scope, and ensuring compliance. Fosters and maintains relationships and facilitates communications with other functional units, stakeholders, technical professionals, and local personnel to ensure organizational goals are met. Directs and oversees Facility and Physical Security operations promoting safety, security, and serviceability in an efficient and effective manner. Provides leadership and direction in the areas of facilities management, asset inventory, physical security, security best practices and security programs. Collaborates with customer across all levels of the organization to understand identified needs to develop project scope of works, schedules, and cost estimates. Develops and manages business cases for technical proposals to justify project funding. Reviews request for proposals, collaborates on the development of highly complex drawings and specifications, evaluates bids submitted for accuracy and compliance with contract requirements, and makes recommendations to management and contracting officers. Identifies elements of risk in a program, analyzes and prioritizes risk and assesses potential impact (i.e. feasibility studies, cost analysis, etc.) Develops and updates national program plans and schedules as needed. Evaluates technical requirements to ensure proper staffing, tools and appropriate permits for work are in place. Monitors milestones and critical dates and resolves scheduling issues. Recommends improvements and modifications to programs, procedures, polices, standard methods and processes. Manages a small group of employees and assures implementation by subordinate staff of the goals and objectives of agency-wide programs. Determines goals and objectives that need additional emphasis; develops measures that evaluate performance; makes recommendations for program improvement; and manages all resources as agency assets.

Requirements

  • May be required to successfully complete a 12-month probationary period.

Qualifications

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's degree from an accredited university. AND Must have at least 4 years of specialized experience in facilities program/project management to include collaborating with stakeholders in identifying, developing and addressing facility infrastructure requirements and preparing reports, plans and status updates for higher level management. AND Must have previous supervisory experience. DESIRABLE QUALIFICATIONS Knowledge of Postal Service policies and regulations applicable to real estate transactions and facilities management sufficient to analyze and resolve conflicts in policy and program objectives and/or problems. EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Knowledge of real estate and facility management principles, policies, and methodologies sufficient to perform work involving complex issues. Knowledge of asset management and asset inventory principles, policies, and methodologies sufficient to perform work involving complex issues. Knowledge of physical security concepts, principles, and practices, as well as security policy requirements sufficient to provide guidance for the application of new theories and developments to security problems not susceptible to treatment by accepted security methods, technology, or procedures. Skill in planning work to be accomplished by subordinates; setting priorities; evaluating performance; giving advice, counsel, and instructions; effecting minor disciplinary actions; and identifying developmental and training needs. Skill in performing project management activities such as work breakdown, resource estimating, project planning, tracking/oversight, scheduling tasks, negotiating deliverable, project administration and status reporting. Skill in developing and maintaining working relationships, negotiating terms of agreements, and engaging in effective liaison with both internal and external partners. Skill in overseeing, monitoring, and evaluating programs for effectiveness and compliance with policies and procedures and making recommendations for improvement. Ability to express and present ideas clearly and concisely, both orally and in writing. You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
